TEMPLE INDEPENDENT SCHOOL DISTRICT REGULAR MEETING OF THE BOARD OF TRUSTEES August 8, 2016 Minutes The Board of Trustees met in regular session on Monday, August 8, 2016 in the Joe Everton Conference Room of the TISD Central Administration Offices, 200 North 23rd Street, Temple, Texas in accordance with Chapter 551 of the Government Code. President Wright called the meeting to order at 6:00 p.m. and declared a quorum present. A moment of silence was held. The Pledge of Allegiance was led Mr. Wright. Members Present

Ms. Christine Hall, School Liaison Officer for Family and MWR Child, Youth & School Services introduced military officers attending the monthly board meeting whom support and are fully-committed to the Adopt-A-School program: LTC Daniel Moore-1st Medical Brigade, XO (Executive Officer) on behalf of the new Commander, COL Anthony Nesbitt and the Command Sergeant Major, CSM Edward Ellis-Kelsey CSM Stephen Moreno, Command Sergeant Major, 61st Multifunctional Medical Battalion (61stMMB), 1st Medical Brigade LTC Steven Richter, Commander, 61st Multifunctional Medical Battalion (61stMMB), and 1st Medical Brigade 1LT Christina Lee, 62nd Engineer Battalion, Adopt-A-School POC. Temple ISD thanks our military for their support in our education system. There were no items requested for future discussion.
Superintendent’s Report
The following individuals were recognized for the annual Texas Association of School Boards Media Honor Roll. All individuals were unable to be present: Nia Harden, KWTX News 10; Christian Hernandez, Greg Willie, and Rusty Schramm, Temple Daily Telegram. The Media Honor Roll recognizes representatives in print,
radio, television, and electronic media who (1) make the effort to get to know the superintendent, board president, and district’s mission and goals; (2) report school news in a manner that is fair, accurate, and balanced; (3) give a high-profile position to good news about schools; (4) visit the schools; and (5) maintain a policy of no surprises by sharing information with school representatives.
Dr. Battershell reviewed the Academics, Behavior, and Attendance Goals. Instruction For next year, the District’s direction will be 1. Reading/Writing 2. Teacher Retention 3. Discipline 4. Student Attendance Temple ISD had the most math and science teachers of ANY ESC Region 12 school district at the recent master teacher training! Student Services Gill Hollie and Raye-Allen staff have fully committed to having a summer program for our kids at Meridith-Dunbar. It costs nothing because these saints are volunteering all of their time. Thanks once again to Carol Lynch and Churches Touching Lives for Christ (CTLC) for the delivery of 1600 backpacks! CTLC had three more churches sponsor backpacks this year. What a fabulous multi-denominational ministry. Campuses ARE open for business on Monday, August 8. Human Resources We are almost hired out with two positions still open as of this writing. Current resignations are subject to denial pending finding suitable replacements. Finance and Operations The old French Quarter and Baylor S&W sites have been cleared. They are gone. Dickson is ready for our staff daycare. Thanks to our Maintenance Department. The flooring projects at Kennedy-Powell, Raye-Allen, and HP Garcia are nearing completion. The gym floors at Travis and Lamar have been installed and have been curing over the past two weeks with painting and striping set to begin within the next week. Laminate has been installed at Bonham and it looks fabulous. Laminate at Lamar MS and Travis will follow the completion of the flooring. Looks like new gyms! KPA Engineers and STANTEC have been coordinating on the high school construction projects including the drainage project. This is a very complicated project with lots of moving parts. This will be further discussed at the Facilities Committee meeting. We will need to conduct CMAR (Construction Manager At Risk) interviews for the Administration building in September sometime. Please let me know your preference among the following dates. We would probably begin at about 3:00 and have 45 minute interviews and go until completed. Possible dates: September 8, September 14, and September 26. Other We will have our annual Temple Daily Telegram insert in next Sunday’s newspaper, August 14, 2016. Mr. Joe Palmer, Assistant Superintendent of Human Resources, introduced Kristina Carter, Principal of Travis Science Academy. Mrs. Carter introduced the interview committee and requested approval to hire Mrs. Kelli Powell as an Assistant Principal at Travis. Mr. Posey made a motion to approve Ms. Kelli Powell as an Assistant Principal at Travis Science Academy. The motion was seconded by Mrs. Gowan and approved by a 7-0 vote. The Campus Application Review and Interview Committees consisting of Dr. Scott Moger, Lisa Adams, Kristina Carter, Amanda Winkler, Debbie Lee, Stephen Traynor, Rachel Calhoun, Brian Durham, Will Rachal, Pam Tate, Daniel Becker, Chad Manns, and Brian Durham selected from a field of 50 applicants, 8 candidates to interview for the Assistant Principal position at Travis Science Academy. The committee selected Kelli Powell as their finalists for the position. Ms. Powell received her Bachelor of Science degree from the University of Texas, Austin, and her Master of Science in Education from Lamar University and is currently working on her doctorate at Texas A & M University, Corpus Christi. Kelli
started her education career as a teacher in Corpus at Martin Middle School then continued in the classroom at Carroll High for a ten year total. She continued at Carroll High as an assistant principal and specifically the Administrator of Academics and Accountability until 2014 when she moved to central office to become the Secondary ELA/R Specialist. Ms. Powell received glowing references from all of her supervisors in Corpus. Mrs. Linell Davis made a motion to approve the 2016-2017 Personnel plus an addendum. The motion was seconded by Mr. Gaines and unanimously approved. Motion carried. (7-0) A motion was made by Ms. Suarez and seconded by Mrs. Jennifer Davis to approve the 2016-2017 T-TESS Appraisers. The motion was unanimously approved 7-0. Student Services

Curriculum and Instruction
Mrs. Connie Sisneros, Director of Bilingual/ESL, presented the annual Bilingual Program/ESL Update. A power point presentation was presented. Mrs. Sisneros reviewed the programs offered in Temple ISD which include Transitional Bilingual, Dual Language Immersion, and ESL Programs. She also reviewed enrollments in those programs, ELL STAAR Results in Grades 3-5 and 6-12. The ELL Acceleration Plan and Interventions, staffing and recruiting endeavors were reviewed. Mrs. Christine Parks, Executive Director of Elementary Education, presented a power point presentation on 2016-2017 Reading Plan. This subject area will be the focus for this upcoming school year. The reading initiative for Pre-K through 5th grade purpose is to align reading instruction, assessment, resources, and training to improve student achievement in Grades PK-5. Mrs. Parks reviewed the six best practices for teaching and growing 21st Century readers; training for staff; campus reading plans, and assessment. A motion was made by Mr. Posey and seconded by Mrs. Linell Davis to approve the Authorization of Scott Elementary School as an IB World School, Primary years Programme (PYP). The motion was unanimously approved 7-0. With the approval of this program the district now offers the IB curriculum from Kindergarten through 12th grade.

Mr. Kent Boyd, Assistant Superintendent of Facilities and Operations, and Mr. Jonathan Rysanek, Custodial Supervisor with GCA, presented an update on Custodial Services in TISD.
A power point presentation was presented. They reviewed InHouse vs. Outsourcing and the rationale for outsourcing; presented pictures of the GCA Leadership staff, facts and figures, staffing by experience level, safety record, safety culture, the training calendar, employee recognitions, challenges and commitment to improvement. Mr. Barry Nebhut and staff, with STANTEC, presented an update on developed plans for the TISD Administration Building. The building will be located in the Santa Fe Plaza built through the Tax Reinvestment Zone and Temple ISD’s Fund Balance. The CMAR for this project will interviewed and voted on in September. Mr. Posey made a motion to approve the Guaranteed Maximum Price (GMP) for the Thornton Elementary School Project. The motion was seconded by Mr. Gaines. The motion was unanimously approved by a 7-0 vote. Bids were received on July 20, 2016, for the Thornton Elementary School project. Cloud Construction Company, Inc. has compiled all of the bids and has prepared a summary of the base project as well as five different alternates. A letter from Cloud detailing this information is included for your review. The administration is recommending acceptance of the base bid of $18,583,411, acceptance of Alternate #3 for an interactive display niche at a cost of $214,700, acceptance of Alternate #4 for an asphalt overlay on existing parking lot spaces at a cost of $35,984, and acceptance of Alternate #5 substituting the Alerton HVAC control system in lieu of the originally specified system for a deduction of $21,470. Therefore, the total recommended GMP is $18,812,625. The administration is not recommending the acceptance of Alternate #1 for a decomposed granite trail in the proposed park area. Eventually, when the existing facility is demolished and plans are made for that area in partnership with the City of Temple, the administration may revisit the need for a trail in conjunction with other potential improvements. In addition, the administration is not recommending the acceptance of Alternate #2 for a different type of flooring product. The administration prefers VCT floor tile which is specified in the base bid. This GMP total has allowance and contingency money included which, if not expended, will return to the District. In addition, any other savings generated throughout the project will be returned to the District also. A complete list of vendors and bid amounts by trade will be presented to the Board at the meeting. The administration is pleased with the pricing. and FF&E should ultimately be considerably less than the total budgeted amount of $22.9 million for the project. The project will be funded by Bond 2015 funds. Board Committee Reports Facilities Committee Update Policy Committee Update
Mr. Steve Wright, Chairman of the Facilities Committee, announced the committee did not meet in July. The next committee meeting will be held on Thursday, August 25, 2016.
Ms. Virginia Suarez, Chairman of the Policy Committee, stated the last meeting held was Wednesday, July 27, 2016 and provided an update of the meeting. Items discussed during the meeting included. Review and Discuss Board Policy EIC (Local) – Academic Achievement-Class Ranking; TISD Human Resources Employee Training Update and Notifications for the 2016-2017 School Year; Annual Transportation Management Hazardous Routes Review of Board Policy CNA (Local)Transportation Management-Student Transportation; Review and Discuss Board Policy DNA (Local)-Performance AppraisalEvaluation of Teachers; Review and discuss Board Policy DNA (Regulations); Review and Discuss Board Policy DNB (Local) – Performance Appraisal-Evaluation of Other Professional Employees; Review and Discuss Board Policy DNB (Regulation); and Review and Discuss Board Policy EHBAF (Exhibit)-Special Education-Video/Audio Monitoring. The next meeting will be held Wednesday, August 31, 2016. Ms. Suarez made a motion to approve the Annual Transportation Management Hazardous Routes Review Board Policy CNA (LOCAL)–Transportation Management-Student Transportation. The motion was seconded by Mrs. Jennifer Davis and carried 70. As required by statute, the TISD Board of Trustees must perform an annual review of the hazardous routes designated by the Temple ISD Transportation Department. Temple ISD policy CNA (LOCAL) is the policy governing student transportation throughout the district. The Temple ISD Transportation Department developed an abbreviated format showing the descriptors of the designated routes by campus and the points total used to justify the designation. The Transportation Department also has a map of each designated route by campus and individual bus. The hazardous routes are provided to the Texas Education Agency. The Policy Committee has hazardous routes and approved the abbreviated format for the future. A motion was made by Mrs. Gowan and seconded by Mrs. Linell Davis to approve Board Policy DNA (LOCAL)-

Performance Appraisal-Evaluation of Teachers. The motion carried 7-0. T-TESS is the Texas Teacher Evaluation and Support System. It is the new teacher evaluation system for the state of Texas designed to support teachers in their professional development and help them grow and improve as educators. The T-Tess was piloted by approximately 60 districts in the 20142015 school year, with Temple ISD being one of the pilot districts. The T-Tess was implemented as a refined system in the 2015-2016 school year in approximately 200 districts, and is scheduled to be rolled out statewide in the 2016-2017 year. Policy DNA (LOCAL) was simply states that, “The District shall appraise teachers annually using the Texas Teacher Evaluation and Support System (T-TESS) in accordance with law and administrative regulations.” A review of Board Policy DNA (Regulation) – Performance Appraisal – Evaluation of Teachers was provided. Texas state law distinguishes between the role of the School Board to oversee the management of the District through adoption of policies and the role of the Superintendent to manage the day-today operations of the District through development of administrative regulations that implement board-adopted policies. DNA (Regulation) is how Board policy DNA (LOCAL) will be implemented by the district as campus administrators and other district personnel appraisal teachers in Temple ISD. This item required no action and was information only. Mrs. Gowan made a motion which was seconded by Mr. Gaines to approve Board Policy DNB (LOCAL) – Performance Appraisal – Evaluation of Other Professional Employees. The motion was approved by a 7-0 vote. T-PESS is the Texas Principal Evaluation and Support System. It is the new principal evaluation system for the state of Texas designed to support campus principals in their professional development and help them grow and improve as educational leaders. Temple ISD was also one of the first districts in Texas to use the T-PESS to evaluate principals. One of the benefits of T-PESS is the selfevaluation section and rubric that principals can use to selfassess strengths and weaknesses while they setting personal growth goals based on their individual needs. Board Policy DNB (REGULATION) – Performance Appraisal – Evaluation of Other Professional Employees required no action and was information only. of the District through adoption of policies and the role of the Superintendent to manage the day-to-day operations of the District through development of administrative regulations that implement board-adopted policies. DNB (Regulation) is how Board policy DNB (LOCAL) will be implemented by the district and provide guidance on how campus principals are appraised in Temple ISD. No action was required for Board Policy EHBAF (EXHIBIT) – Special Education – Video/Audio Monitoring and was presented for information only. In order to meet the requirements of Education Code 29.022 and policy EHBAF (LEGAL), EHBAF (EXHIBIT) includes three forms that will be used by Temple ISD to make a video/audio request, provide notification to the required stakeholders and an incident report form. To date there has been no guidance from TASB in the development of a local policy. Adopting the forms would allow the District to be proactive in meeting the law by having the necessary forms and provide a communication channel if a request was made to install of video and audio recording equipment in a qualifying Special Education classroom. Campus administration and office staff will be trained on how to use the forms by Dr. Scott Moger and Jennie Mathesen, TISD Director of Special Education. A motion was made by Ms. Suarez and seconded by Mr. Gaines to approve Review of Board Policy EIC (LOCAL) – Academic Achievement – Class Ranking. The motion was approved by a 7-0 vote. Temple ISD Board Policy EIC (LOCAL) was reviewed and revised by the Temple ISD Curriculum & Instruction Department. At “CLASS RANK”, revisions include the deletion of courses no longer eligible as one of the designated courses. The remaining change is the addition of “weighted” in the description of the calculation of class rank. In the “CALCULATION” section, the sentence “For the purposes of class rank and grade point average, a six-point scale shall be used”. This proposed change will greater accessibility for parents and students for calculation purposes. Throughout the policy, “Pre AP” and “Pre IB” have been changed to “Advanced” in order to comply with IB regulations. At “Senior Honors”, “average of 90” has been changed to “of 4.0” to correspond to the six point scale. The six point scale can also be converted to a 4-point scale for student applying to colleges who need a transcript and GPA converted to a 4-point scale. This change reflects that the calculations will go into effect immediately for students who graduate in the spring of 2017.

Consent Agenda
A motion was made by Ms. Suarez for approval of the consent agenda items VII, Item A, 1-3 through D, 1, 3-8 through G, 1. Item D, 2 was pulled for vote on separately. The motion was seconded by Mrs. Jennifer Davis and unanimously approved. (7-0) A motion was made by Mrs. Gowan and seconded by Mrs. Jennifer Davis to approve Item D, 2 – MOU for McLane Children’s Hospital. The motion carried 6-0-1 with Mr. Posey abstaining. Consent agenda items included the following: Bids including Building Materials Supply Bid, Contract Services Proposal, Printing Bid; Purchases Over $50,000 including two new fleet vehicles for the Maintenance Department, Athletic Supplies, and the Travis Science Academy Gym Roof Replacement; Quarterly Investment Report ending June 30, 2016; Memorandums of Understanding (MOU) including: Early Childhood Intervention (ECI) Child Team, McLane Children’s Hospital, Heart of Texas Goodwill Industries, Priority CharterDeaf Education Services, Temple College, Texas State Technical College, Central Texas College, University of Mary Hardin-Baylor College; MOU with the Bell County Juvenile Justice Alternative Education Program; Approval of the County Extension Agents as Adjunct Staff members and to Count students participating in 4-H/Extension Educational Activities as “in attendance” and approval of a Resolution regarding Extracurricular status of 4-H organization, and July 11, 2016 board meeting minutes.
