The Petroleum Quality Institute of America (PQIA), founded in 2009, is an independent organization whose purpose is to provide accurate, credible and objective information on lubricants in the marketplace. PQIA helps ensure the quality and integrity of lubricants and to inform consumers about brand specific issues by making test data readily available and accessible to all interested parties.

Making a Difference to Make it Right! The PQIA mission is to serve the consumer of lubricants by testing and reporting on the quality and integrity of lubricants in the marketplace. It is expected that this improved visibility of quality will lead to wider conformance by lubricant manufacturers to specification and performance claims.

The cost of purchasing from manufacturers who produce and market their lubricants incorrectly can be very high, including equipment failure, reduced equipment life and increased operating expenses.
Leveling the playing field
Manufacturers who produce and market lubricants incorrectly encourage questionable behavior and erode the overall quality of lubricants in the marketplace.
Doing it right comes at a price and manufacturers who are ethical and follow the rules should not be penalized by those who take shortcuts, do not abide by American Petroleum Institute (API) or American Chemistry Council (ACC) requirements, or misrepresent their products in the market.

The PQIA Code of Ethical Business Conduct is the cornerstone of the PQIA initiative as it clearly and strictly defines the standards by which PQIA and its management, employees, advisory board and supporters will conduct business in the lubricants marketplace. PQIA Supporters must agree to comply with the PQIA Code for products that they manufacture, package, sell, or represent to the marketplace, and provide reasonable access to their products for periodic verification of such compliance.

In addition to issue about what’s in the bottle, PQIA has identified a number of very significant labeling issues No specifications shown Obsolete specifications with no warnings Deceptive labels • Look-a-like certification marks • 5W30 instead of 5W-30 • Use of such words as premium, superior, super and others on obsolete and inferior products • Small print disclaimers and others
PQIA initiatives are delivering results There are some bad apples in the market that damage cars and make it tough for the honest to compete… Some of these products show a complete disregard for the consumer. They include used oil, flush oil, contaminated oil, oils with viscosities not even close to meeting specifications, oils that have silicon level above 1,000ppm, oils contaminated with coolant, and oils that don’t meet any known specification, or meet specifications for cars built prior to 1930.

Although most lubricant brands on the shelves are quality products that meet the most recent specifications and many do in fact provide consumers with lower price alternatives to brand leaders, PQIA has found some that give the industry a bad name. This is because these bad apples in the business can cause damage to engines and transmissions, and spoil the basket.
The Petroleum Quality Institute of America is shining bright lights on both the good and bad lubricants in the market.

State Dept. of Agriculture and Rural Development Issues Consumer Advisory for all Motor Oil and Transmission Fluid Sold by City Petroleum and Star Petroleum The Michigan Department of Agriculture and Rural Development (MDARD) issued Stop-Use and Stop-Removal Orders for motor oil and transmission fluid manufactured, packaged, and/or distributed by City Petroleum (dba City Star) of Dearborn and Star Petroleum of Detroit after finding the products did not comply with the Michigan Weights and Measures Act, 1964 Public Act 283. PQIA – Cooperating with W&M The Petroleum Quality Institute of America is currently cooperating with a number of states to help protect consumers from potentially harmful motor oils and transmission fluids In an iterative process with several states over the past two years, PQIA has developed a model that works and one we believe can be expanded to assist other states in protecting the interests of its consumers.
