Position Objective
Provide high level quality leadership and management to the Health Promotion, Community Development and Aboriginal Health Services programs. Leadership and management practices will be in accordance with relevant funding bodies’ policies and guidelines, organisational policies and strategic directions. Effectively and efficiently utilise staff and physical resources, establish and maintain effective workplace relations, facilitate change and innovation and build and maintain relationships with funding bodies and the community to deliver positive performance and community health outcomes.
Key Responsibilities
Leadership Create and sustain a dynamic and engaged workplace culture by modelling desired attributes, recognising staff achievements and promptly addressing divergent behaviour. Support IPC Health’s vision through the provision of leadership and management to the Health Promotion, Community Development and Aboriginal Health Services programs across different campuses in the provision of case management and support services to vulnerable families. Lead the development and maintenance of workplace processes and practices that deliver quality client outcomes and drive improved efficiencies. Develop a cohesive team within the Health Promotion, Community Development and Aboriginal Health Services programs and collegiate function with other departments as a whole. Plan and lead the implementation of change and innovation. Ensure that KPIs set by the organisation are achieved or exceeded. Ensure strong consumer focus for all services provided within the region. Provision of leadership to the team to ensure services are responsive to community needs and use best practice evidence for service provision consistent with funding body guidelines.

Play an active role in the identification of tenders relevant to the Health Promotion, Community Development and Aboriginal Health Services programs and participate in the development of tender documents. Relationship Management Identify and develop strategic opportunities to utilise links with other service providers, community organisations and businesses to enhance service delivery and organisational sustainability. Identify, develop, maintain and participate in networks to promote IPC Health’s services and keep abreast of the availability, eligibility for, and cost associated with service and contract provisions. Recognise, advocate for and utilise marketing and other opportunities to promote IPC Health’s services within the community. The Manager will ensure that appropriate community consultation and collaboration occurs between IPC Health services, community agencies, and funding bodies in identifying and addressing the needs of the community serviced by IPC Health. Human Resources Development Ensure agreed skill and development standards of both direct reports and other staff are achieved. Conduct annual performance reviews for all direct reports and provide regular and timely feedback to other staff as appropriate. Develop, monitor and enforce KPIs with direct reports on a monthly basis. Share strategic and business plans, goals, vision and mission with all staff, as the basis for developing team goals. Ensure staff understands the link between team goals and goals of the organisation. Liaise with Human Resources to obtain advice on Human Resource issues. Provide overall leadership to ensure the required standard of client care is continuously achieved. Quality of Care Ensure staff understand the Clinical Governance and Client Safety Framework as the basis for the quality and safety of services provided to the community. Ensure incidents and client feedback is reviewed and responded to in line with regulatory standards and organisational policy. Incorporate risk surveillance, assessment and treatment into program manual processes. Use a continuous quality improvement approach to achieve efficient and effective care to clients. Be aware of regulatory and legislative requirements and review these annually or as changes occur.

Organisational Sustainability Negotiate, monitor and achieve agreed service delivery budget and staffing KPIs. Oversee all financial operations including budgeting, forecasting and surveillance of the program’s expenditure using the advice and expertise of the Finance team. Provide strategic input into funding initiatives, including bids for new tenders. Identify and pursue business growth opportunities in line with the organisation’s strategic plan and objectives. Service management and systems co-ordination including planning, provision, evaluation, review and refinement of the programs. Quality and Continuous Improvement Ensure own behaviour and that of staff is in accordance with the expectations of the professional codes of conduct, regulatory bodies and the organisation. Identify gaps between current practice and existing protocols and oversee strategies to minimise the potential for unprofessional conduct. Ensure incidents in which client care may be compromised, unsafe or illegal practice are addressed and resolved in a timely manner. Incidents and client feedback is reviewed and responded to in line with regulatory standards and organisational policy. Incorporate risk surveillance, assessment and treatment into program manual processes. A continuous quality improvement approach is used to achieve efficient and effective care to clients. Be aware of regulatory and legislative requirements and review these annually or as changes occur. Professional Development Ensure employment, performance and ongoing professional development for staff is consistent with IPC Health policies and processes. Actively participate in own processional and performance development processes. Other Any other duties commensurate with skills and abilities as deemed reasonable and appropriate to the role as occasionally directed.
Key Selection Criteria
A degree in Health Science, Community Development or Public Health and/or significant experience in a management/ leadership role in a not-for-profit or health setting. Experience in financial and performance monitoring including management and knowledge of funding arrangements in the Community Health sector according to the

requirements of the role. Demonstrated commitment to the highest levels of client service, best practice and continuous quality improvement to deliver outcomes aligned with Department of Health Guidelines. Demonstrated excellent written and verbal communications skills including experience developing written reports, tender submissions and service planning, development, implementation, delivery and evaluation. Strong leadership, negotiation and interpersonal skills to drive a positive collaborative culture. Self-reliance and the ability to work independently within the policies and protocols of the organisation, and be responsive to direction from senior management. Demonstrated ability to manage multiple projects to ensure delivery is on-time and within budget with the ability to exercise initiative. High level of computer literacy with sound working knowledge of Microsoft Office software. Post graduate management qualification an advantage.
Other Information
This role is subject to a satisfactory National Police History check and current Victorian driver’s licence.
