Welcome, Call to Order Chair to the Task Force, Anastasia Mann welcomed everyone and called the meeting to order. 2. Vote: Minutes approved 7-0-1 with Laib abstaining. 4. General Public Comment No public comment. 5. Council Office Liaison Updates Nicholas Greif, Council District 4 Policy Director—Advised to move to item 10 to hear presentations from the public who have requested discretionary funding. The goal of the task force is to hear and make a decision on some of the higher dollar valued discretionary requests to provide oversight and transparency on discretionary funding. The task force members have hit a near one-year mark and have the option to request to stay on the task force for another year, or opt to relinquish the seat to another member in the district/community. The goal is to create a staggered term limit to maintain institutional knowledge and a steady turnover rate for the task force members.

Review and Recommend Changes to the Discretionary Funds Project Request Form Addition of 2 items to the discretionary form: (1) Adding a tic box to identify the affiliation, whether non-profit, profit, or governmental, of the requestor of the discretionary funds and type of legal entity (ex: 501c3/4). (2) If it is an event, whether if it has a fee? 7. Data Review of FY15-16 CD4 Discretionary Spending Reviewed a comprehensive chart of all the discretionary allocations for fiscal year 2015-2016. CD4 annual report contained a breakdown of spatial analysis of where the funding specifically aided. 8. Review Prior Discretionary Funding and Updates CD4 Office policy for block parties is that if they are asking for an allocation under $1,000 the office will briefly review and approve. Tarfest requested $10,000 and was approved to receive $4,900 from the the CD4 discretionary fund. 9. Review and Recommend DFTF Review Policies for Specified Expenditures The task force should move towards in funding projects that will benefit the district as a whole. Council District 4 will act on time sensitive items. Discussion tabled for next meeting. 10. Review and Choose Whether or Not to Recommend Large Expenditure Requests a) Ferris Highland Medians ($40,000) – Requested to be continued by the applicants. Unable to attend this meeting. Item continued to November 1st. b) Overtime LAPD Patrols to combat prostitution on Western Avenue ($80,000) – To support VICE patrolling Western Avenue 7 days a week. Vote by the task force to recommend non-approval 7-01 with Smith abstaining. a. Moved: Bogy Seconded: Ziff c) Los Angeles Breakfast Club ($3,000) – To cover insurance, utilities, and operations of the Ranger’s House. Vote by the task force to recommend approval of up to $3,000 in funding 7-0-1. a. Moved: Bogy Seconded: Ziff d) North Hollywood Police Activity League ($2,500) – Funding for programs in supporting the North Hollywood LAPD. Vote by the task force to recommend approval of up to $2,500 in funding unanimously. a. Moved: Smith Seconded: Laib e) East Valley YMCA Golf Invitational ($5,000) – To provide funding for youth scholarships & development programs. Vote by the task force to recommend approval of up to $2,500 in funding 5-2-1 (Nays: Gonzalez, Anderson; Abstains: Bogy). a. Moved: Laib Seconded: Ziff f) South Hollywood Neighborhood Association Insurance ($643) – Discussed funding policy that a neighborhood association must be legitimate to receive any discretionary funds. And that neighborhood associations should not be eligible for operating expenses, such as insurance. g) East Hollywood Visitors Association ($5,000) – To aid in attracting tourism. Vote by the task force to recommend non-approval unanimously. a. Moved: Bogy Seconded: Anderson h) Friends of Griffith Observatory ($25,000) – To help fund the “school field trip program” a. Moved to fund up to $25,000 and for the Council office to find other methods to aid the program that could limit the use of discretionary funds. Vote by the task force to 2|Page
