Grievance and Complaint Committee - John McAusland gave the report on behalf of the committee. The PBA received 2 new decisions this past month. The Panel has endorsed the Hearing Officer's Report and Recommendations in IP 1129 and IP 13-25. We will keep the membership advised when the Panel makes these

military buyback bill was vetoed by Governor Cuomo. He will update the membership after the Governor issues his veto message. He also reported that he was in touch with our 2 disability attorneys as well as multiple members regarding their disability claims. 1st Vice President Conti was working with one of our attorneys who had not been paid on five disability claims dating back
to
2014.
President Nunziato introduced Richard Loccke, Esq. and former PBA 1st Vice President and former president of the SBA Mark O'Neill who are both are the Negotiating team to the members of the Executive Board. He also introduced Bing

on the current military buyback bill that was before the governor. The bill would have allowed any veteran who is a public employee to buy back their military time. Governor Cuomo vetoed the bill for the second year in a row. Mr. Markse also touched on prior service time in the pension system. Not all state time carries over to the New York State police and fire pension plan. What time is allowed in the New York City pension system does not always mean it carries over into the state plan. Some departments who allow it probably had to pay for it somewhere along the line. Mr. Markee, who was Tier one, recalled the PBA giving up some perks with the Port Authority while trying to preserve some of the benefits we maintained in our pension plan. When the PBA went from 384D to 384E, the PBA had to pay for it by taking less of a raise to preserve the benefit. Bing Markee also touched on changes in pension tiers that
fall
within
a
contract.
Bing
said
that
there
are

that
state,
once a contract is expired, it's expired. On the New York State pension webpage it states that a member "may not" contribute. Tier 1 and Tier 2 originally had different disability laws. We are attempting to get it changed but it's going to be a fight. President Nunziato stated that the PBA will always
