Chairman Anthony Lagasca called the meeting to order at 6:42 pm Damien Burke, acting as secretary, called the roll. A. Present: Anita McMillan, Anthony Lagasca, Bill Murphy, Damien Burke, Daniel Moreno, Dassler Jimenez, Doug Haines, Efrain Gonzalez, Homer Alba, Jose Torres, Paul Dougherty B. Absent: Alex Alferov, Jason Vogel, Jonathan Collins, Kent Winfrey, Luke Vincent, Melvyn Marroquin C. With eleven (11) members present quorum was established. Chairman Anthony Lagasca offered welcoming remarks at 6:44p No representatives from government offices or community-based organizations came forward to give a report General public comment on non-agenda items began at 7:03 A. Dassler Jimenez spoke about an illegal car-repair shop and day care center causing traffic problems at the corner of Barton and Wilton. Doug Haines suggested contacting the Department of Building and Safety regarding the mechanics and the Department of Transportation to report illegally parked vehicles. B. Doug Haines notified the council of the November 8th filing deadline to run for City Council in CD13 and recommended members of the board consider running. At 7:16 Chairman Anthony Lagasca broached the topic of assigning newly-appointed at-large board members to represent residential subdistricts that do not have a formal representative on the Board. The consensus among members of the Board was that there was no formal action for the Board to take on this matter. At 7:24 Chairman Anthony Lagasca asked that committee chairs send their Committee Activities Report to the entire Board by the Friday before the regular Board meeting so that Board members have time to review it before the Board meeting. Motion to adopt the meeting minutes for May 9, June 29, July 11, and August 8 with Chairman Lagasca’s comments incorporated passed by voice vote at 7:42 pm. Motion to partner with IDEPSCA for the Clean Streets LA Challenge passed by voice vote at 7:49 pm. Motion to research purchasing up to two (2) tablets for council use was referred to the IT Committee at 7:53 pm. Motion to approve funding of up to $550 to purchase HSDNC pens and doggie bag holders for distribution at outreach events was passed by roll call vote of 9-0-0-2 at 7:58. A. Ineligible to vote on funding matters: Anita McMillan and Bill Murphy E. 9-0-0-2 Motion to approve working with Friends of West LA (FOWLA) a 501(c)(3) organization in an effort to have a non-profit fiscal agent working with the HSDNC passed unanimously by a voice vote. A. Doug Haines recused himself from the discussion of this motion. Dassler Jimenez made and announcement about a Holiday Party / Christmas Fair at Lemon Grove park on December 4th that the Neighborhood Council could use an an outreach event. Homer Alba made an announcement about his intention to bring a pop-up free health clinic to the lawn on Santa Monica Boulevard outside of Hollywood Forever. Homer Alba made an announcement about the upcoming Dia de los Muertos event at Hollywood Forever on December 29th that the Neighborhood Council could use as an outreach event. Meeting was adjourned at 8:48pm
