TEMPLE INDEPENDENT SCHOOL DISTRICT REGULAR MEETING OF THE BOARD OF TRUSTEES April 13, 2015 Minutes The Board of Trustees met in regular session on Monday, April 13, 2015 in the Joe Everton Conference Room of the TISD Central Administration Offices, 200 North 23rd Street, Temple, Texas in accordance with Chapter 551 of the Government Code. President Wright called the meeting to order at 6:04 p.m. and declared a quorum present. A moment of silence was held. The Pledge of Allegiance was led by Mr. Wright. Members Present

Board President’s
The TASB/ESC Region 12 Spring Board Workshop will be held May 21, 2015 in Waco. Those wanting to participate need to let Mrs. Marilyn Krumnow so she can get members registered. This year they are offering an early bird session and the workshop will begin at 4:00 p.m. and run through 8:55 p.m. Dinner is included during this time and registration is $50.00. There were no future items of discussion.

Mrs. Denise Ayres recognized the Career and Technology Education students attending State SkillsUSA Competition in Corpus Christi. Student
organizations such as SkillsUSA play a vital role in the education of Temple High School Career and Technology Education (CTE) students. These organizations enhance the curriculum, knowledge and skills students learn in their courses. Benefits of these organizations include:
Building leadership Practicing team work Practicing time management Using interpersonal skills and networking Improving self-esteem, and Establishing a sense of accomplishment

Congratulations to our students and advisors! Job well done. Mrs. Denise Ayres, Director of Career and Technical Education provided an update and presentation on Career and Technology Education (CTE) programs and initiatives. Mrs. Ayres reviewed enrollment in the programs; job growth in health care, manufacturing and technology; the principles of each discipline. CTE programs currently have sixteen career clusters with 1628 students currently enrolled in CTE classes. Mr. Michael Dewees, Executive Director for Communities In Schools (CIS), presented a power point presentation sharing results and statistics on students served by CIS in Temple ISD. A copy of the presentation was included in the board packet. CIS currently serves at the following campuses: Temple High School, Bonham Middle School, Lamar Middle School, Travis Science Academy, Hector P. Garcia Elementary and Wheatley Alternative Center. Instruction/Construction Goals’ Update: INSTRUCTION A representative from Congressman Carter’s office visited the Career, Technology and Education (CTE) department and presented Eric Kaiser and Wendy Collier, and their students, respectively, Christopher Flores and Cristian Espinosa Morales with certificates of achievement for Rep. Carter’s A-Listers and Featured Educators. Temple ISD has advocated full day pre-kindergarten programs. website-coding. The PAC met on and reviewed the curriculum continuum for nursing students and minority recruitment. At the Temple Education Foundation's Top 3% Academic Recognition Ceremony last Monday evening, it was amazing to see how many students were pursuing some type of training, certification, or degree in a health science area. The emphasis by Temple ISD in this area really shows. Specifically in the area of nursing, hospitals are saying that they need more nurses. Temple ISD has a lot of students coming out with pre-nursing coursework and skills yet universities across Texas are limited in the number of nursing students that they can enroll partially due to limited practicum and lab opportunities. This is a problem and will be discussed further. The second topic concerned the inability to recruit historically minority teachers and staff. All of the institutions at the table do experience the same issue: Temple ISD, Temple College, UHMB, and Texas A&M Central Texas. We are hoping to meet with LULAC and the NAACP to discuss how we can coordinate efforts in this area. The P20 met on April 7 morning. They have developed a strategic plan with the following components.

The Temple ISD School Board Retreat was held April 23, Temple Bible Church, 8-Noon. The discussion will be about the proposed 2015 bond election. The ENGAGE survey will allow parents, students, community members and staff to give input to the District and will be released at the end of May, 2015. A copy of the Transportation Audit binders were included in board packets. The main part of this is to ensure that we have a true 3 tier transportation system to maximize efficiency. We are very proud of Dante Mack, a Temple ISD's recipient at the 2015 16th Annual Central Texas Incredible Kids Celebration. CONSTRUCTION Mr. Wright signed off on five different right-of-way and easement requests at various locations around the Travis Science Academy campus. Three of the deeds for right-of-way involve small areas along Avenue R, 19th Street and 25th Street for the purpose of street and sidewalk improvements. In addition, one easement for utility pole relocation and one temporary construction easement were presented. The Facilities Committee had no objection to the District granting those requests. A motion was made by Mrs. Gowan and seconded by Mrs. Jennifer Davis to approve the 2015-2016 Personnel for five positions. The motion carried by a 7-0 vote. A motion was made by Mrs. Linell Davis and seconded by Mrs. Gowan to approve the 2015-2016 Addendum for the Jefferson Elementary Assistant Principal, Mrs. Pamela Demny. The motion carried by a 7-0 vote. Mr. Posey made a motion to approve Mrs. Christine Parks as the Executive Director of Elementary Education. The motion was seconded by Mrs. Gowan and unanimously approved by a 7-0 vote. The Interview Committee comprised of: Christie Houston, Amy Ybarra, Dr. Beth Giniewicz, Luann Hughes, Connie Sisneros, Lynne Brock, and Donna Ward selected three finalists from a field of 23 candidates for the position. After second interviews by the District Committee of Dr. Robin Battershell, Dr. Bobby Ott, Dr. Scott Moger, Lisa Adams and Joe Palmer the committees have selected Christine Parks as the finalist for the Executive Director of Elementary Education for Temple ISD. grew up in Baton Rouge, LA where she graduated from Episcopal High School. She then attended Baylor University earning a Bachelor of Science degree in Education. Over the past sixteen years, Christine has served the students of Temple ISD in the roles of student teacher, teacher, Literacy Coordinator, Instructional Coach, Assistant Principal and Principal. Her commitment to our district, children, and community is deeply rooted and she is excited about serving in this new role as Executive Director of Elementary Education for Temple ISD. Christine has a M.Ed. in Administration from Tarleton Central Texas and is currently pursuing her superintendent certification through a pre-doctoral program at Texas A&M Central Texas. During her time at Baylor, she reconnected with a childhood acquaintance, Jason Parks, and the couple married and settled in Temple in 1999. They are the proud parents of a twelve year old daughter, Macy, who is a student at Travis Science Academy. Mr. Ronnie Gaines made a motion to approve Dr. Jason Mayo as the Principal for Temple High School. The motion was seconded by Mrs. Jennifer Davis and unanimously approved by a 7-0 vote. The THS Campus Committee comprised of Richard Tolleson, Catrina Lotspeich, Gregory Luke, Mark Johnson, Denise Ayres, Lamar Collins, Nella Spurlin, Lisa Adams and Rebecca Little selected seven candidates to interview on Tuesday March 31, 2015, from a field of 31 applicants and recommended three finalists to Dr. Robin Battershell and the Senior Leadership Committee. Dr. Jason Mayo was selected as the finalist for the principal position at Temple High School. Dr. Mayo has a Bachelor of Science degree from the University of Mary Hardin-Baylor. He has a Master's in Education Administration from Tarleton State University and a Doctorate of Education also from UMHB. Jason started his career as a social studies teacher in 2002 at Eastern Hills Middle School in Killeen. In 2008 he was named an Assistant Principal at Southwest Elementary School in Belton. He became an Assistant Principal at Lake Belton Middle School in 2009 and served there until 2011 when he moved to Belton High School. Dr. Mayo has been the principal at Bonham Middle School since 2012 where the campus has seen great improvement under his leadership. Jason and his wife, Audrey, have been married for 8 years and have 2 children, Jase-6 years old and Sydney-3 years old. The Campus and District Committee were unanimous in recommending Jason Mayo as the new principal at Temple School. Mrs. Gowan made a motion to renew term contract employees as per the list included in the board packet. The motion was seconded by Mrs. Jennifer Davis and approved by a 7-0 vote. Student Services
Dr. Scott Moger, Assistant Superintendent of Student Services, reported the purpose of the Transportation Assessment was to review and evaluate the efficiency of both routing and operational procedures of the Temple ISD Transportation Department and make recommendations for improved efficiency and effectiveness based on those findings. The Transportation Assessment Report is designed to serve as a guide, providing solutions for current and future decisions that affect transportation. The review was separated into the following sections: 1) Inspection of 4 campus loading zones; 2) Staffing/Organizational Setup/Salaries; 3) Records Management and Mandated Compliances; 4) Routing and Scheduling Efficiency 5) State Reports; 6) Facilities/Equipment; and 7) Employee Morale. This item did not require approval was for information only.
Curriculum and Instruction
Mr. Posey made a motion to approve the Instructional Materials Allotment and TEKS Certification, 2015-2016. The motion was seconded by Mr. Gaines and approved by a 7-0 vote. A motion was made by Ms. Suarez and seconded by Mrs. Linell Davis to adopt and approve the textbooks for 2015-2016. The motion approved unanimously 7-0. The recommendations are listed below.

Items discussed included the following: 2014-2015 Local Policy Review of Temple ISD Board Policy Section E - Local Governance - Policies EB through EHBD, Review and Discuss Board Policy DLB (Local) - Personnel-Work Load-Required Plans and Reports, and Review and Discuss Board Policy FO (Local) - Student Discipline.
The next meeting will be held April 29, 2015 - 8:00 a.m. A motion was made by Mrs. Gowan and seconded by Mrs. Linell Davis to approve the deletion of Temple ISD Board Policy DLB (Local) Personnel - Work Load - Required Plans and Reports. The motion carried with a 7-0 vote. Consent Agenda
