Enclosed Areas Use of enclosed areas is restricted to parking of vehicles, building access, and storage. Enclosed areas, including foyers, must be constructed of flood damage-resistant materials and not be finished. Enclosed areas must not be used for habitable or recreational purposes. The NFIP regulations state that the area beneath the elevated portion of a V zone structure may be enclosed only with open lattice, insect screening or non-supporting breakaway walls (see Technical Bulletin 9, Design and Construction Guidance for Breakaway Walls Below Coastal Buildings). Guidance on lattice has been developed and incorporated into FEMA documents, including the Flood Insurance Manual. The guidance states the following as being acceptable lattice:

Notes: Per Texas Administrative Code Title 31 Chapter 15 Subchapter A Rule 15.4(c - Prohibited Activities) 8: (8) constructing concrete slabs or other impervious surfaces within 200 feet landward of the line of vegetation. Local governments may authorize construction of a concrete slab or other impervious surface beneath a habitable structure elevated on pilings provided the slab will not extend beyond the perimeter of the structure and will not be structurally attached to the building's foundation. Local governments shall not authorize the construction, outside the perimeter of a habitable structure, of a concrete slab or other impervious surface whose area exceeds 5.0% of the footprint of the habitable structure. (4) Unless otherwise restricted by the local plan, and if consistent with the requirements of National Flood Insurance Program, local governments may permit the construction of a storage area or areas with breakaway or louvered walls or for enclosures required by local building or safety codes. (5) Notwithstanding the provisions of paragraph (3) of this subsection, a local government may allow a permittee to place unreinforced fibercrete in 4 foot by 4 foot sections, 4 inches thick separated by expansion joints beneath the footprint of the habitable structure, not including the area under decks, only if the fibercrete is not structurally attached to the pilings and placement of fibercrete will be entirely undertaken, constructed, and located at least 25 feet from the landward toe of the foredunes. If no dunes exist, placement of fibercrete may only be undertaken, constructed, and located at least 100 feet landward of the line of vegetation, or landward of an eroding area boundary established in the local dune protection and beach access plan, whichever distance is greater. Gravel or crushed limestone may be used to stabilize driveways in the area 50 feet landward of the line of vegetation to the Dune Protection Line.

Constructing concrete slabs or other impervious surfaces landward of the line of vegetation. 1.Paving or altering the ground below the lowest habitable floor is prohibited in the area between the line of vegetation and twenty-five (25) feet landward of the north toe of the dune; 2.Paving used under the habitable structure and for any driveway(s) connecting the habitable structure and the street is limited to the use of unreinforced fibercrete in four (4) foot by four (4) foot sections, which shall be a maximum of four (4) inches thick with sections separated by expansion joists, or pervious materials approved by the development services department, in that area twenty-five (25) feet landward of the north toe of the dune to two hundred (200) feet landward of the line of vegetation, measured to the southernmost point of the structure, including decks, stairs, etc. The city shall assess a "fibercrete maintenance fee" of two hundred dollars ($200.00) to be used to pay for the clean-up of fibercrete from the public beaches should the need arise; 3.Reinforced concrete may be used under the habitable structure and for any driveways connecting the habitable structure to the street and for in-ground gunite swimming pools for property located landward of two hundred (200) feet from the line of vegetation, measured to the southernmost point of the structure, including decks, stairs, etc.;
