The City’s Neighborhood Council system enables civic participation for all Angelenos and serves as a voice for
improving government responsiveness to local communities and their needs. We are an advisory body to the City of Los Angeles, comprised of volunteer stakeholders who are devoted to the mission of improving our communities and bringing government closer to us. All items are listed for discussion and possible action, and may be discussed out of order. I.

COMMUNITY IMPACT STATEMENT AUTHORIZATION (5 min) WHEREAS, a Community Impact Statement is an official statement adopted by a Neighborhood Council on issues pending before the City Council, its committees, or City commissions; and WHEREAS, up to five board members can be authorized through a board resolution to write and submit Community Impact Statements through the City Clerk’s online web system at http://cityclerk.lacity.org/cis; and WHEREAS, in some cases an issue is moving quickly through the legislative process and a promptly issued statement is beneficial; therefore be it RESOLVED, that the Hollywood Studio District Neighborhood Council authorizes the following board members to submit Community Impact Statements which have been passed by a vote of the full board and also to write and submit Community Impact Statements which express positions previously voted upon by the full board: [insert up to five board member’s names]. DISASTER PREPAREDNESS PLAN STAFF RESOLUTION (10 min) WHEREAS, the City of Los Angeles has been making great progress in disaster preparedness at the level of City departments and agencies; and

WHEREAS, it is now time to begin the process of training large numbers of city residents in addition to creating liaisons between city government and city residents so as to have a city which will be able to deal with any disaster that may befall us; therefore be it RESOLVED, that the Hollywood Studio District Neighborhood Council supports the inclusion of $192,000 as a multi-departmental budget item in the 2017-18 city budget to cover the cost of two staff members for the Department of Neighborhood Empowerment and two staff members for the Emergency Management Department who will work on preparing a disaster preparedness plan which will lead to pre-placement of supplies for first responders and training of individuals at the neighborhood level. XII.
MOVING NEIGHBORHOOD COUNCIL ELECTIONS TO ODD-NUMBERED YEARS (10 min) WHEREAS, the City Clerk cannot administer Neighborhood Council elections in 2020 due to a conflict with municipal elections; and WHEREAS, the Department of Neighborhood Empowerment intends to resolve the conflict by moving Neighborhood Council elections to odd-numbered years; therefore be it RESOLVED, the Hollywood Studio District Neighborhood Council recommends that the Department of Neighborhood Empowerment a) extend the current Board term to three years, b) extend the term of the Board elected in 2018 to three years, or c) reduce the term of the Board elected in 2018 to one year.

RESOLUTION REGARDING PARKING ON EL CENTRO AVE (10 min) WHEREAS, the City has a duty to keep the streets safe for passage by residents and other stakeholders; and WHEREAS, parking congestion along El Centro Avenue between La Mirada Avenue and Lexington Avenue is preventing residents from safely entering and exiting their driveways; therefore be it RESOLVED, that the Hollywood Studio District Neighborhood Council request that Councilman Mitch O’Farrell work with the Department of Transportation and other City departments and agencies to alleviate the parking congestion on El Centro Avenue.

RESOLUTION ON THE LAX LANDSIDE ACCESS MODERNIZATION PROGRAM (5 min) WHEREAS, the proposed Landside Access Modernization Program (LAMP) will reduce traffic in the Central Terminal Area, improve the customer experience for passengers, and maintain LAX as the international gateway for the west coast; therefore be it RESOLVED, the Hollywood Studio District Neighborhood Council supports the Landside Access Modernization Plan proposed by Los Angeles World Airports.

BUDGET ADVOCATES WHITE PAPER WHEREAS, the Neighborhood Council Budget Advocates have delivered their City Budget to Mayor Garcetti; therefore be it RESOLVED, the Hollywood Studio District Neighborhood Council supports the work of the Neighborhood Council Budget Advocates and their White Paper dated March 8, 2017 and approve the filing of a Community Impact Statement in support of Council File 17-0600.
