Welcome Ton Sergi welcomed everyone and proceeded to chair the meeting.

New Business (a) DC Deferral Agreement Update – Joe Spiler • • • •
A review of the DC Deferral Agreement Terms / Policy distributed to members; General Manager of Finance can set terms and conditions not to exceed 5 years for non-residential development, a residential facility or apartment style developments; 5 years Debenture Rate shown on Terms/Policy document (attached); Maximum principal outstanding at any given time no higher than 50% of the average annual DC collections for the preceding years;

Noted change to the C.I.P.A, if developer is eligible for DC Reduction, currently no longer eligible for DC Deferral program; Approximate 500K available; No cap on industrial deferrals; City website will be updated soon. Changes will be prepared and signed off by the General Manager of Finance.
Action: Joe Spiler will provide a summary of changes once approved by the GM of Finance and Sherree Donald will forward to DILG members when received. 3.

Housing and Homelessness Action Plan Presentation – James O’Brian • •
Copy of presentation was provided to members (short version); Brief review of the principles and goals of the plan and then focused on areas more relevant to the development industry representative strategies and how we can improve going forward; • Target of 300 new affordable rental housings units per year; • Looking to engage with developers with development strategies; • Explore the feasibility and further promote opportunities that exist in the City’s new Urban Official Plan for density bonusing; • Welcome any additional feedback the committee members have: How members of the DILG could be involved with a mentorship program for the non-profit developers? This would be part of increasing the capacity within the affordable housing non-profit development community; What would be the best way to engage the development community in creating programs around rent to own programs or other private sector affordability initiatives; Is there anything else they should be aware of or consider in the Housing and Homelessness Action Plan review; Condo conversions, Hamilton has one of the lowest vacancy rate thresholds for this policy and an increasingly tight rental market. Suggestions on how much tighter the policies should be. • Will be reaching out the committee and HHHBA for members of a working group to discuss the way to facilitate mentorship of affordable housing developers as per the committees feedback; • Contact
[email protected] if you would like to be added to the Investment in Affordable Housing distribution and invite list. They host a series of workshops every few months on various aspects of development. They are typically affordable housing focused, but upcoming ones will include topics that might be of interest to the private sector including Passive House and other sustainable building technologies.
Action Plan: Matt Johnson will bring for discussion to the next Development Council and will contact Kristin Maxwell and James O’Brien directly with the outcome.

Rodent Guidelines – Binu Korah and Connie DeBenedet • • • • • • • •
Land Use and Pest control Plans presentation by Connie DeBenedet; Complaints have doubled since 2014; Out of the 25 rattiest cities Hamilton is rated #5; Utilize standard Integrated Pest Management (IPM) practices (pre-surveys, education, sanitation, rodent proofing and baiting); Relying on self-regulation; Rodent Control condition is part of the subdivision application; Confirmed that if the Rodent Control condition has been cleared on a subdivision clearance would carry over to the plan; By-law 101was distributed to members.
ACTION: Sherree Donald to forward copy of the presentation to DILG members once received. 6.
Planning Process – Brenda Khes • • •
GPS Group would like to improve efficiencies on communicating with the City planner; Example would be the application form, there are 4 places/pages to sign instead of just one signature for the form; Would like to see condition approvals in a word document chart form for easy referencing and tracking.
Action: GPS Group will discuss and bring back some examples for efficiencies to the next DILG meeting. 7.
