Supplemental Nutrition Assistance Program (SNAP)/Electronic Benefit Transfer (EBT) Acceptance What are the benefits of participating in SNAP? Adopting EBT technology to accept SNAP benefits can help markets tap into a larger customer base by providing an easy and convenient way for consumers to redeem SNAP benefits on eligible food items. For vendors selling eligible food items, the potential for increased sales from SNAP redemptions can be substantial. (USDA, Food and Nutrition Service) Operating Manner Authorized benefit holder will purchase tokens The patron’s EBT card will be debited for the value of the tokens purchased Patrons will use the tokens only for the purchase of eligible foods from authorized vendors of the market Patrons may return unused tokens with the market staff for credit only on the same day of purchase Credit for the value of the returned tokens will be returned to the patrons EBT card At the close of business, the market staff will exchange tokens taken by vendors for a check from the market to the vendor, each market day Checks will be distributed only with the designated representative of each authorized market vendor Token Counterfeit-proof design: The only tokens used will be gold, nickel based tokens with the unique imprint of the River Market’s logo on each side, with the currency amount also imprinted on each side The only tokens used will be $1 and $3 denominations Vendor Settlement Steps: 1. At the close of business, vendors will exchange their collected tokens with a designated market staff member 2. A check will be issued to the Vendor in the amount that reflects their EBT transactions for that day 3. Vendor will sign a settlement log confirming receipt of the check
EBT Vendor Agreement
This agreement is between Tuscaloosa River Market, an association of eligible food vendors (herein referred to as “ASSOCIATION”) organized with the Tuscaloosa River Market and ______________________________________, an authorized food vendor (herein referred to as “VENDOR”).
This agreement allows the above-mentioned VENDOR to participate in the Food Stamp Electronic Benefits Transfer (EBT) Card Program at the Tuscaloosa River Market.
Vendor is bound by this agreement to follow all guidelines, as set forth by federal and state authorities and ASSOCIATION.
ASSOCIATION reserves the right to immediately suspend or terminate VENDOR from the program if ASSOCIATION observes, or receives evidence of, failure to abide by any of the agreements below.
Vendor may voluntarily quit participating in the EBT program at any time, but must notify ASSOCIATION of such action.

Gleaning Policy The Benefits of Gleaning • • • •
Prevents the unnecessary wasting of quality food. Provides access to fresh, nutritious foods for low-income populations, who are often unable to buy healthy, local foods because of cost or availability. Provides resources to nonprofit agencies, many of whom have shrinking staff capacity and budgets due to the economic climate, so that they might better serve those in need. Builds good relations between community members, local gardeners, and farmers.
The Tuscaloosa River Market shall act as a liaison between participating Farmers Market vendors, gleaning volunteers, and the West Alabama Food Bank. All potential donors should be notified of the Bill Emerson Good Samaritan Act. This piece of legislation, which was passed by Congress in 1996, removes all liability in regard to food donations from donors if they take necessary precautions to ensure the safety of the food. If, for whatever reason, a donation was given by someone who understood it to be in good condition, but that food later posed a health hazard, the donor would not be held responsible. Donors should also be notified that their food donations can be tax exempt. Weekly donations should be immediately weighed, documented by the donor in the Gleaning Log in the River Market Kitchen. River Market will report to the WAFB who will ultimately issue tax deductible receipts for these transactions for donors.

Allow gleaning volunteers to have access to the River Market kitchen at 12:30 pm on Saturdays.
