TEMPLE INDEPENDENT SCHOOL DISTRICT REGULAR MEETING OF THE BOARD OF TRUSTEES March 9, 2015 Minutes The Board of Trustees met in regular session on Monday, March 9, 2015 in the Joe Everton Conference Room of the TISD Central Administration Offices, 200 North 23rd Street, Temple, Texas in accordance with Chapter 551 of the Government Code. President Wright called the meeting to order at 6:01 p.m. and declared a quorum present. A moment of silence was held. The Pledge of Allegiance was led by Mr. Wright. Members Present

Superintendent’s Report
Dr. Battershell along with Mrs. Renota Rogers, Assistant Principal from Temple High School recognized two students as this year's National Merit Finalists. Temple High School recognized William Sprague
and Ryan Vasquez as they have achieved National Merit Finalist status. In February, approximately 15,000 Semifinalists were notified by mail at their home addresses that they have advanced to Finalist standing. All winners of Merit Scholarship awards (Merit Scholar designees) will be chosen from the Finalist group, based on their abilities, skills, and accomplishments without regard to gender, race, ethnic origin, or religious preference. A variety of information is available for MMSC selectors to evaluate the Finalist's academic record, information about the school's curricula and grading system, two sets of test scores, school official's written recommendation, information about the student's activities and leadership, and the Finalist's own essay. Beginning in March and continuing to mid-June, NMSC notifies approximately 8,200 Finalists at their home addresses that they have been selected to receive a Merit Scholarship® award. Every Finalist competes $2,500 single payment scholarships, which are
awarded on a state representational basis. Winners are selected without consideration of family financial circumstances, college choice, or major and career plans. Mrs. Brittany Wentz, Coordinator of HR Services, presented the TISD Human Resource Recruitment Video stating it will be used at recruiting events and any other events showcasing Temple ISD. March is National Athletic Trainer Month. They are celebrating this year’s theme We Prepare – You Perform. Athletic trainers are health care professionals who collaborate with physicians and specialize in the prevention, emergency care, diagnosis, treatment and rehabilitation of injuries and sport-related illnesses. The Staff Athletic Trainers are Coach Skrabanek, Coach Prentiss, Coach Lefner and Coach Hodges. The following are Athletic Training Students: Samantha Garcia, Ariel Harvey, Maribel Hernandez, Tania Lozano, Andrea Franco, Eyanna Matthews, Presilda Martinez, Amy Mendez, Carolina Rodriguez, Yasmine Rodriguez, Clarissa Luna, Ciondra Howard, Zoe Ramos, Vanessa Garza, and Logan Woodward. Coach Skrabanek also provided a power point presentation of events the trainers held or attended this year. The City is planning a community-wide workday sometime in April. Temple ISD plans to participate. We are currently waiting on a date. At one point in time, we held an annual Wildcat Clean Up Day within Temple ISD. At this point, that is no longer required for the District, so we have wanted to pay if forward and help our community so this provides a perfect venue. The Realtor's Luncheon held March 4 at Temple High School was truly one of the most productive things we have done. There were five realty offices highlighted for their contributions to Temple ISD with VISTA Real Estate setting the gold standard by saying in their ads "in the Temple ISD". In turn, we will be listing these five with our new staff materials and on our website. These companies were VISTA Real Estate, Rodney Dunn Company, Inc., Veterans Real Estate, First Texas, and Realty Executives. First Lutheran sold land for the I35 expansion and tithed to Churches Touching Lives for Christ. CTLC in turn tithed to the Backpack Buddy program increasing the number of 2015-2016 backpacks to 1600. Marble Falls will be coming to TISD on March 11 to observe our Chromebook initiative!

There is a new Open Records Act Training - apparently it is an improvement over what all of us have endured. It is scheduled for April 14, 2015, 1:00-3:00 p.m. at ESC Region 12. Spreading Community Accelerators through Learning and Evaluation (SCALE) Grant: We are a partner in this Fort Hood grant promoting parent information. It was just submitted this week so we will wait and see. It is not a large grant ($60,000 over 20 months), but we are partnering. We have no financial contribution, but we will donate facilities as needed. CONSTRUCTION The Tuesday evening bond proposal meeting had 107 individuals attending and the news article in the paper was well done. Thank you Lindsey! Dr. Scott Moger, Assistant Superintendent of Student Services, requested approval of the Friends of Temple ISD Wildcat Award Winner to be awarded to Ms. Michelle Fettig and the Temple Machine Shop. Mrs. Linell Davis made a motion which was seconded by Mr. Posey to approve the request. The motion was approved by a 7-0 vote. The Friends of Temple Wildcat Award allows the District to formally recognize high-level partners and individuals for their contributions to Temple ISD. Parameters surrounding the Friends of Temple ISD Wildcat include the following: 1. The award can go to an individual or organization. 2. The award will be Board initiated. 3. Will be open-ended . 4. Given when appropriate. 5. The review process will go through the Policy Committee. This is the second year that the award will be given. The Friends of Temple ISD Wildcat Award nominees for the 2014-2015 school year have been submitted by members of the Temple ISD Board of Trustees, reviewed by the Board Policy Committee and discussed by the Board of Trustees. The 2014-2015 nomination for the Friends of Temple ISD Wildcat Award goes to Michelle Fettig and the Temple Machine Shop to recognize this organization as a high-level partner for its numerous contributions to Temple ISD and specifically for taking a lead role in the development of curriculum and equipment required for the Manufacturing certification courses and student internships that will provide state-of-the-art instruction and facilities to students choosing to enroll in the Manufacturing Career and Technology Education Program at Lamar Middle School and Temple High School. The formal presentation of the Friends of Temple ISD
Wildcat Award will be presented to the winner at the regularly scheduled School Board meeting in June 2015. Curriculum and Instruction
Mrs. Lisa Adams, Executive Director of Secondary Education, reported review for the Textbook adoption for K-5 Social Studies, 6-12 Social Studies, 9-12 Math, Floral Design and K-12 Fine Arts Textbooks was held this school year. Selection committee members have evaluated all of the teacher and student materials carefully and thoroughly. Members have attended in-district hearing presentations and evaluated all materials based on low TEKS in Temple ISD and how those standards were addressed. They spent many hours independently reviewing the materials with their campus colleagues. Materials have also been available for preview to anyone interested in reviewing them at FHAO and on every campus. The Temple ISD Textbook Committees were charged with the responsibility of screening, evaluating, and recommending materials for adoption to the Board of Trustees. Secondary & Fine Arts members of the district’s textbook committees were presented to the Board and approved on November 17, 2014. Elementary members of the district’s textbook committees were presented to the Board and approved on December 8, 2014. Mr. Kent Boyd, Assistant Superintendent of Facilities and Operations requested approval of the Certification of Unopposed Candidate Districts, 3, 4, 5, 6 scheduled for Saturday, May 9, 2015: District 3 – Daniel Posey 3 Year Term District 4 – Ronnie Gaines 3 Year Term District 5 - Steve Wright 3 Year Term District 6 - Shannon Gowan 1 Year Unexpired Term A motion was made by Mrs. Gowan and seconded by Mr. Gaines to approve the certification. The motion carried. (7-0) Mr. Boyd also asked for approval of the Order of Cancellation for Trustee Election for Districts 3, 4, 5 6. Mr. Gaines made a motion which was seconded by Mrs. Gowan to approve the Order. The motion was unanimously passed. (7-0) Mr. Boyd requested to approve the purchase and installation of Astroturf Game Day Grass 3D-60 by AstroBuilders/Swank Sports at Wildcat Stadium, at a total cost of $379,759.00, through the TCPN purchasing cooperative. A motion was made by Mr. Posey and seconded by Ms. Suarez to approve. The motion was approved 7-0. Replacement should begin the first of June and be completed by the end of the month.

Mr. Steve Wright, Chairman of the Facilities Committee, provided an update on the last committee meeting held on Thursday, February 26, 2015 at 7:30 a.m. Item discussed included: Bond Update, Landscape Update, Administrative Offices Update, Garcia Concrete/Awning Damage, East Side Development, Discussion of Construction Cost Examination, Bond 2015, Baylor S&W Property, Turf Discussion, PAR Visit by Texas Education Agency, and a Transportation Efficiency Study. The next meeting will be held Thursday, March 26, 2015 - 7:30 am. Ms. Virginia Suarez, Chairman of the Policy Committee, stated the last meeting held was Thursday, February 25, 2015 - 8:00 am. and provided an update of the meeting. Items discussed included: 2014-15 Legal Policy Review of Temple ISD Board Policy Section D - Local Governance-Policies DFD through DPB. Reviewed and Discussed Board Policy CH (Local)-Purchasing
and Acquisition, Board Policy DEC (Local)-Compensation and Benefits-Leaves and Absences, Board Policy DGBA (Local) Personnel-Management Relations Employee Complaints/Grievances, FNG (LOCAL) – Student Rights and Responsibilities – Student and Parent Complaints/Grievances, and GF (LOCAL) – Public Complaints, and Friends of Temple ISD Wildcat Award. The next meeting will be held Wednesday, March 25, 2015 - 8:00 a.m. A motion was made by Ms. Suarez and seconded by Mrs. Linell Davis to approve the changes to Temple ISD Board Policy DEC (Local) - Compensation and Benefits - Leaves and Absences. The motion was approved by a 7-0 vote. The changes made to the policy were made on page 6 of 9 in regards to the “Attendance Incentive” section of the policy. Mr. Palmer stated that revisions to this policy include clarification that the incentive is “for retirees” and the payment schedule can be found “in the current Employee Handbook”. The language also clarifies that the notice of retirement be written in the form of a letter of Resignation/Retirement: 1. No later than 5:00 pm on April of the final year of employment “for end-of-year retirees and” 2. “No later than 5:00 pm on October 1 of the final year of employment for mid-year retirees.” Mr. Posey made a motion which was seconded by Mrs. Gowan and carried to approve changes to Temple ISD Board Policy DGBA (Local) - Personnel - Management Relations Employee Complaints/Grievances. (7-0) The following synopsis is also recommended for the next two policies approved, Policy FNG (Local) and GR (Local). A recent commissioner’s decision held that under TISD’s grievance policy an employee’s use of the informal grievance process extends the timeline for filing a formal grievance, which would not begin to run until after the employee received a final response regarding the informal process. Recommended revisions at DGBA (LOCAL), the policy on employee complaints address this decision and clarify that participation in the informal grievance process does not extend any deadlines in the policies, except by mutual written consent, and that an administrator with whom a complainant addresses concerns through the informal process must have the authority to address those concerns. Other significant recommended changes throughout the complaint policies provide flexibility to Districts during the formal grievance process, including: March 9, 2015 – 6:00 p.m. Board Minutes – Page 7
A new provision stating that, while a District will make reasonable attempts to schedule conferences at a mutually agreeable time, if the complainant fails to appear at a scheduled conference, the District can hold the conference without the complainant; Revised text requiring Level One and Level Two administrators to “schedule” rather than “hold” conferences within ten days of receiving a written complaint or appeal notice, providing some flexibility when it is not possible to hold the conference within the ten-day period; and An exception to the requirement that a Level One administrator provide a response within ten days of a conference when there are extenuating circumstances. A motion was made Ms. Suarez and seconded by Mrs. Linell Davis to approve Temple ISD Board Policy FNG (Local) - Student Rights and Responsibilities - Student and Parent Complaints/Grievances. The motion was approved by a 7-0 vote. Mrs. Gowan made a motion to approve Temple ISD Board Policy GF (Local) - Public Complaints. The motion was seconded by Ms. Suarez and approved by a 7-0 vote. A motion was made by Mr. Posey for approval of the consent agenda items VII, Item A through D, 1-4. The motion was seconded by Mrs. Gowan and unanimously approved. (7-0) Items approved included Overnight Trip for State SkillsUSA Competition, March 25-28, 2015, Overnight trip for FCCLA, April 8-11, 2015, Budget Amendment #08, and February Board Meeting Minutes.
