TEMPLE INDEPENDENT SCHOOL DISTRICT REGULAR MEETING OF THE BOARD OF TRUSTEES May 11, 2015 Minutes The Board of Trustees met in regular session on Monday, May 11, 2015 in the Joe Everton Conference Room of the TISD Central Administration Offices, 200 North 23rd Street, Temple, Texas in accordance with Chapter 551 of the Government Code. President Wright called the meeting to order at 6:00 p.m. and declared a quorum present. A moment of silence was held. The Pledge of Allegiance was led by Mr. Wright. Members Present

Public Forum
No one addressed the Board of Trustees during the Open Forum section of the meeting. The mariachi band from Temple High School played from 5:30 p.m. - 6:00 p.m. in front of the Central Office Administration Building.
Board President’s
Mrs. Beth Moore, Administrative Assistant, administered the Oath of Office to the newly elected board members. District 3 - Mr. Daniel Posey (Term 2015-2018) District 4 - Mr. Ronnie Gaines (Term 2015-2018) District 5 - Mr. Steve Wright (Term 2015-2018) District 6 - Mrs. Shannon Gowan (Term 2015-2016) Mr. Wright announced the Board shall elected a President, a Vice President and a Secretary. According to Policy BDAA (LOCAL) The Board shall elect a President, a Vice President, and a Secretary who shall be members of the Board. Officers shall be elected by majority vote of the members present and voting for the year of June 2015 through May 2016. Recommendations will be received for each individual position. Board officers shall serve for a term of one year or until a successor is elected. Officers may succeed themselves in office. Each officer shall perform any legal duties of the office and other duties as required by action of the Board. Mr. Posey made a motion to elect Mr. Steve Wright as President for the 2015-2016 school year. The motion was seconded by Mrs.
Jennifer Davis and passed by a 7-0 vote. A motion was made by Mrs. Gowan to elect Mr. Daniel Posey as the Vice President for the 2015-2016 school year. The motion was seconded Mrs. Jennifer Davis and passed by a 7-0 vote. Mr. Gaines made a motion which was seconded by Mr. Posey to elected Mrs. Jennifer Davis as the Secretary for the 2015-2016 school year. The motion passed with a 7-0 vote. Mr. Wright stated TASB annually calls upon districts to submit new Advocacy Resolutions that will help form TASB's response to issues before the Legislature and other government entities during the legislative session. The call for resolutions began April 1 and will end July 1, 2015. More discussion will continue at the June 8 regular board meeting. Mrs. Jennifer Davis requested submissions be sent to her on the form included in the board packet. No future items of discussion were discussed. Superintendent’s Report

The Visual Arts Scholastic Event is the only event of its kind in the United States. This competition is comprised of two portions which the judges consider. The score is based on actual artwork plus a oneon-one interview process with a judge. The student must not only be able to use their skills, techniques, and creativity but also must talk about their respective pieces in an academically based conversation. Students compete with students across our region regardless of class size. Students start in Region. If they receive an exemplary (which is the highest rating), they are re-judged in Area and must receive a exemplary to advance to state to be judged again. This year, there were 28,760 entries at the regional level. 1,785 qualified for State VASE. Temple High School student Callie Flores was a state qualifier which puts her in the top 4% of the State competitors. Miss Flores’ teacher is Mr. Stephen Bishop. Along with the One Act Play we have 10 students that advanced to the State UIL Theatrical Design competition. The UIL design competition is divided into 2 divisions- 1A-3A and 4A-6A- so there are hundreds of entries and very few make it to the state level. Temple has had more students qualify for state than any other school in Texas in the total history of the contest. Mrs. Lisa Adams, Executive Director of Secondary Education, recognized the following 7th grade students who qualified for state recognition in the Duke TIP program. 2014-2015 Teacher Recognitions included: The Rookie of the Year award was presented to Chad Manns. Chad teaches at Travis Science Academy. The True Blue award was presented to Jan Lippe, Counselor at Cater Elementary. Jan has 26 years in education and 2 in Temple ISD. Administrator of the Year was presented to two individuals: Dr. Beth Giniewicz, Principal at Jefferson Elementary School, and Dr. Jason Mayo, Principal at Bonham Middle School. Elementary Teacher of the Year Award was presented to Mrs. Laura Cook, Garcia Elementary School. Mrs. Angelia Diaz, Temple High School, was presented the Secondary Teacher of the Year Award. The above listed individuals will also be recognized at the Excellence in Education Conference on August 18, 2015 at Temple High School. Dr. Battershell provided an Instruction/Construction Goals Update. REMINDER: Thursday, May 21, 5:30 p.m., ESC 12 TASB Spring Board Workshop The Temple Daily Telegram Golden Apple Winners: o Stephen Gibson-Lamar Middle School o Mary Adams-Temple High School o Veronica Landers-Temple High School o Kerri Schneider-Kennedy-Powell Elementary Budget meetings began last Friday with the campus and department administrators. We are still trying to find common times for our first two Board budget meetings in June. Thank you to this year's Curriculum Council! CONSTRUCTION Board members "Thank You" for once again participating in our board tours. A summary below for those that were unable to attend. BASEBALL/TRACK 1. There is a lack of baseball/track storage. Right now equipment is being stored in nine different locations that span from right field to the visitors football stadium and concession stand. 2. Press box is obsolete. 3. The dressing facility is a shared space between the two sports, and also catches spillover from JV and freshman football due to highly improved participation numbers that have at least doubled May 11, 2015 – 6:00 p.m. Board Minutes – Page 5
in the last four years in all three sports. New baseball/track space alleviates this. Right now our participation numbers that use this facility is over 430 athletes in the three sports. Currently in this facility, there are more athletes than locker space. This past season all sports that use this facility won district championships. 4. Concession and in particular the restrooms are antiquated at best. SOFTBALL 1. Honestly the press box is the real issue here. The rest of the facility is functional and adequate. FOOD SERVICES/WAREHOUSE/MAINTENANCE 1. Roofing issues 2. Security Mrs. Jennifer Davis made a motion to approve the recommended of 2015-2016 Personnel plus an addendum. The motion was seconded by Ms. Suarez and approved unanimously (7-0). A motion was made by Ms. Suarez and seconded by Mrs. Gowan to approve the Cater Elementary Interview Committee and the Senior Leadership team's recommendation of Adrian Lopez as the principal at Cater Elementary for the 2015 – 2016 school year. The motion carried 7-0. Mr. Lopez has served his entire 12 year career in Temple ISD. He began his career in classroom education for 4 years, was an instructional coach for 3 years, and was an assistant principal for 5 years. He most recently served as Assistant Principal at Bonham Middle School and previously held positions at both Hector P. Garcia and Cater Elementary. Adrian grew up in Temple, attended Temple ISD and went on to graduate from Temple High School in 1995. Adrian graduated from Texas A&M University with a Bachelors Degree in Agriculture Economics and later received his Alternative Certification through Region 12. Mr. Lopez received his Masters Degree from Texas A&M University-Central Texas. Adrian resides in Salado with his wife Laura, who is also an educator in Temple ISD, and is the proud parent of a 5 year old daughter and an 11 year old Mrs. Gowan made a motion to approve Andrea Easley as the Principal at Kennedy-Powell Elementary for the 2015-2016 school year. The motion was seconded by Mrs. Linell Davis and carried unanimously. (7-0) Mrs. Easley began her education career serving as a teacher for 15 years, Summer School Principal over a two year term at Caldwell Elementary and Pflugerville Elementary, Pflugerville ISD and most recently, serving as Assistant Principal at Windermere Elementary, Pflugerville ISD for 7 years. Ms. Easley holds a Bachelors of Arts Degree in Elementary Education from HustonTillotson College, Austin, TX and a Masters Degree in Educational May 11, 2015 – 6:00 p.m. Board Minutes – Page 6
Administration from Concordia University. Ms. Easley looks forward to her work with the Temple community and becoming a part of Temple ISD. The Western Hills Interview Committee and the Senior Leadership team recommended Mrs. Kathy Cook for approval as principal of Western Hills Elementary School. A motion was made by Ms. Suarez and seconded by Mrs. Gowan. The motion was unanimously approved 7-0. She brings 24 years of educational experience to the campus including nine years of teaching math, seven years as an assistant principal and eight years as a principal at Lake Belton Middle School, Belton High School, and most recently, a semester serving as Interim Principal at Western Hills Elementary. Kathy lives in Temple with her husband, T.A., and is the mother of three grown children and six grandchildren. Kathy is honored to serve as Principal at Western Hills Elementary and looks forward to the upcoming school year. Mr. Posey made a motion which was seconded by Mrs. Linell Davis to approve Mrs. Jennie Mathesen as the Director of Special Education for Temple ISD for the 2015-2016 school year. The motion carried. (7-0) She holds a Bachelors of Arts Degree in Psychology from the University of Texas at Austin and a Masters Degree in Educational Administration from Tarleton State University. Ms. Mathesen has a strong commitment to Temple ISD, having served the district for the past 20 years as a Special Education Teacher, Lead Teacher, Assistant Principal, Principal, Grant Administrator and Director of Student Intervention Services. Mrs. Mathesen, after having married and living briefly in Seoul, South Korea, returned to Temple with her husband Brett, where they have raised their sons, Spencer (19) and Garrett (14). Mr. Posey made a motion to re-employ probationary contract employees and renew term contract employees. The motion was seconded by Mr. Gaines and passed unanimously. (7-0) There was no motion to Terminate probationary contract employees or propose nonrenewal of term contract employees. Student Services

Curriculum and Instruction
Dr. Bobby Ott, Assistant Superintendent of Curriculum and Instruction and Lisa Adams, Executive Director of Secondary Education, provided an update and power point presentation on Senate Bill 149-Individual Graduation Plan. This bill requires school districts to establish Individual Graduation Committees for each student who fails to pass 1 or 2 End of Course exams for any 2015 potential graduate. Dr. Ott explained a committee must determine if student may satisfy graduation requirements through alternative

methods. Dr. Ott provided information on the eligibility requirements, the required considerations of the Individual Graduation Committee, TISD Plan of Action and a timeline of activities. Finance and Operations
Mrs. Kallen Vaden, Executive Director of Finance, provided information requesting approval of financing for Wildcat Stadium Turf Replacement. A motion was made by Mr. Posey and seconded by Mrs. Jennifer Davis to approve a resolution authorizing the issuance of Temple ISD tax and revenue note, series 2015; authoring a paying agent/registrar and agreement and authorizing other matters related to the issuance of the note. The interest for the five year $400,000 note would cost about $29,430. The motion carried 7-0.
Board Committee Reports
Mr. Wright read a final report on the Baird Williams Construction Review providing conclusions following a construction review provided by Lott-Vernon Accountants. Results shared included a statement that Temple ISD believes that it has received a quality product based upon independent consultants, architects and observations, There was a lack of communication and failure to provide pay applications supporting self-performed work.
Facilities Committee Update
Mr. Steve Wright, Chairman of the Facilities Committee, provided an update on the last committee meeting held on April 30, 2015 - 7:30 a.m. Items discussed included: Baird Williams Financial Report, 2011 Bond Punch List, 2015 Bond Discussion, Summer Maintenance Projects, Raye-Allen Elementary Update, and a Ralph Wilson Youth Club Update. The next meeting will be held May 28, 2015 - 7:30 a.m. Policy Committee Update
Ms. Virginia Suarez, Chairman of the Policy Committee, stated the last meeting held was April 29, 2015 - 8:00 a.m. and provided an update of the meeting. A motion was made by Mrs. Gowan for approval of the consent agenda items VII, Item A. through H. 1-2. The motion was seconded by Mr. Gaines and unanimously approved. (7-0) Consent agenda items included a Board Resolution Extending District Depository Contract with BBVA for the 2015-2017 biennium; Budget Amendment #10, Investment report through March 2015; Approval of the FCCLA Overnight Trip to Washington, DC July 3-10, 2015 for the National Leadership Conference; purchases over $25,000 $50,000 which include School Nutrition Inventory Software; and purchases over $50,000 - which include a 2015 Ford F650 WSupreme Body F6F and School Nutrition Equipment; Approval of the 2015-2016 Contract between Temple ISD and Communities in Schools amounting to $120,833; minutes from the April board meetings.
