TEMPLE INDEPENDENT SCHOOL DISTRICT REGULAR MEETING OF THE BOARD OF TRUSTEES December 8, 2014 Minutes The Board of Trustees met in regular session on Monday, December 8, 2014 in the Joe Everton Conference Room of the TISD Central Administration Offices, 200 North 23rd Street, Temple, Texas in accordance with Chapter 551 of the Government Code. President Wright called the meeting to order at 6:01 p.m. and declared a quorum present. A moment of silence was held. The Pledge of Allegiance was led by Mr. Wright. Members Present

Public Forum
No one addressed the Board of Trustees during the Open Forum section of the meeting.
Board President’s
Dr. Battershell distributed the Superintendent Appraisal Documentation packet for her yearly appraisal and explained the contents. The evaluation is based on the Fall 2014 (based upon 2013-14 goals). Each board members input is due to Mr. Wright on December 19, 2014 by noon. Mr. Wright made an announcement of Board Training Required Hours for January 1, 2014 - December 3, 2014. Texas Education Code - Sec. 11.159 requires annually at the last regular meeting of the calendar year, the current president announces the name of each board members hours. The board is deficient in the team building hours. This session is scheduled to be held February 4, 2015.
Superintendent’s Report
INSTRUCTION Mrs. Denise Ayres, CTE Director, did a masterful job of kicking off the 2014-2015 CTE Advisory Committee. The committee consisted of representatives from PDI, PSI, James Construction, Johnson Bros. Auto, Baylor S&W, Temple Economic Development, Temple Chamber of Commerce, and
Temple Machine Shop. As the District has implemented the previous two career strands both in manufacturing and in health sciences, it moves towards the third leg of the proverbial stool, implementing the technology strand for the 2015-2016 school year. We continue to seek a partner for this initiative which once again will offer a K-12 career strand beginning at Kennedy-Powell, moving to Bonham Middle School, and culminating in a range of possible courses and certification areas at Temple High School. What a great adventure with our corporate team! Eighth grade career days are scheduled as follows in the morning of the following days at the Temple High School Career Center: Wednesday, December 10 - Lamar Middle School Thursday, December 11 - Travis Science Academy Friday, December 12 - Bonham Middle School The regional P20 has been financially dependent upon a Texas Guarantor Grant since almost its inception and accordingly the P20 initiatives were program specific based upon the programs originally written into this privately funded grant. However with that grant becoming tentative, the P20 is redefining itself with a Winter Retreat planned to clearly define the P20’s purpose, subsequent goals, organizational structure, and funding. With a group of 30-40 dedicated people from all walks of life, the P20 has the people ready to go. The November conference was a hit and the agenda for the November 6, 2015 conference was laid out, once again to be held at UMHB. The theme of next year’s conference will be business models at home and abroad including and beginning with a European business model, progressing toward breakout sessions not just for educators but for businesses interested in furthering their relationships with the schools, informational sessions from current business partners and how they are making it work, and on-site demonstrations for different soft skills training packages The TISD PAC met with its college partners on December 2. Thank you Nancy Preston and the TISD secondary counselors for your commitment to this communication tool. It has made an enormous difference in the array of services, the coordination of those services, and the communication thereof. The PAC reviewed the following. Upcoming Financial Aid Workshops Updates from UMHB and TC P20 Update Dr. Battershell had the occasion to experience the Math Counts program last week. About 100 students from all walks of life huddled up on math….transformational! Thanks to Sue Marshall, Sharon Hawes, Rosa Perez, and Cesar Rodriguez for spearheading this effort. CONSTRUCTION The district has concluded all of the departmental and campus long-range facilities input sessions. Community Information Sessions will be set up beginning in February after our Board Retreat. The Winter Board Retreat date has been switched to February 4, 2015 -8:00 a.m. and the Board campus tours date will be Wednesday, January 21, 2015 - 8:00 a.m. We need to give STANTEC a longer time to work with the information that we are feeding them. Board Campus Tours – January 21. 8:00 a.m., we will focus on Temple High School’s fine arts, athletics, and CTE facilities and programs including tours of these and the Swim Center. Board Winter Retreat– February 4 with the focus being on long-range facility planning based upon STANTEC’s information, bond council information, and impressions gained from your January tour. At this Retreat, you will receive your TASB Team Building credit hours for the year. Human Resource

Mr. David McCauley, Director of Personnel, provided an update on the 2014-2015 Highly Qualified Report. The district currently is at 99.92% percentage for classes taught by HQ Teachers (State Aggregate). We are at 99.78% for percentage of HQ Teacher (State Aggregate). Jefferson Elementary is at 97.62% percentage of classes taught by HQ Teachers. Mr. Posey made a motion to approve the 2014-2015 Personnel list which listed only one hire. The motion was seconded by Mrs. Davis and unanimously approved by a 7-0 vote. Student Services
Ms. Nancy Preston, Director of Counseling, Raye-Allen Elementary School’s Counselor John Stumph, and Temple High School’s Lead Counselor Amy Contrucci presented a brief demonstration of how Career Cruising benefits TISD students. To support the provisions of HB5, TISD purchases Career Cruising for each student’s use in grades K-12. Career Cruising is a comprehensive web-based career exploration and portfolio program used by 1,200 schools across the state of Texas. Students create electronic portfolios, take interest inventories, build resumes and personal graduation plans (Four Year Plans) using the Career Cruising course planner. The use of the Career Cruising program provides staff and students with the necessary resources to fulfill the provisions of HB 5. School Counselors, teachers, administrators and parents or guardians can monitor students’ progress and communicate completion requirements through the use of customization and reporting tools that accompany student resources. Career Cruising fully interfaces with Skyward, allowing for a customized graduation plan using critical information including course credits earned, course descriptions, prerequisite requirements and suggested courses.
Curriculum and Instruction
Mrs. Paula Vasek, District Mentor Coordinator and Instructional Coach, presented an update on the New Teacher Support System and reviewed the process of the system for new teachers as well as the requirements for their mentors. Dr. Bobby Ott, Assistant Superintendent of Curriculum and Instruction, presented the 2015-2016 Course Catalogs for Temple High School and the middle schools. The following are updates for next year. No action was required for this item. High School Course Catalog 2015-16 The following courses have been added/ renamed to the course catalog to support the HB 5 requirements within Fine Arts:

Ms. Virginia Suarez, Chairman of the Policy Committee, stated the last meeting held was November 19, 2014 and provided an update of the meeting. Items discussed included the following: Board Policy EIC (Local) Academic Achievement - Class Ranking, 2014-2015 Local Policy Review of Temple ISD Board Policy Section C - Local Governance - Policies CAA through CKD. The next meeting will be held December 17, 2014 - 8:00 a.m. A motion was made by Mr. Gaines to approve Temple ISD Board Policy DCB (Local) - Employment Practices - Term Contracts. The following will be placed on Chapter 21 contracts, teachers, principals, assistant principals, counselors and librarians. The motion was seconded by Mrs. Linell Davis and approved by a 6-0 vote. Ms. Suarez made a motion to approve Temple ISD Board Policy EIC (Local) - Academic Achievement - Class Ranking. IB Psychology will be included in grades for class ranking. The motion was seconded by Mr. Gaines and approved. (6-0)
