TEMPLE INDEPENDENT SCHOOL DISTRICT REGULAR MEETING OF THE BOARD OF TRUSTEES April 11, 2016 Minutes The Board of Trustees met in regular session on Monday, April 11, 2016 in the Joe Everton Conference Room of the TISD Central Administration Offices, 200 North 23rd Street, Temple, Texas in accordance with Chapter 551 of the Government Code. President Wright called the meeting to order at 6:01 p.m. and declared a quorum present. The Pledge of Allegiance was led by Mr. Wright. Members Present

Superintendent’s Report
The Faculty and Staff of Temple High School recognized Parth Gupta for achieving National Merit Finalist status. All winners of Merit Scholarship awards (Merit Scholar designees) will be chosen from the Finalist group, based on their abilities, skills, and accomplishments without regard to gender, race, ethnic origin, or religious preference. A variety of information is available for NMSC selectors to evaluate the Finalist's academic record, information about the school's curricula and grading system, two sets of test scores, school official's written recommendation, information about the student's activities and leadership, and the Finalist's own essay. Beginning in March and continuing to mid-June, NMSC notifies approximately 7,400 Finalists at their home addresses that they have been selected to receive a Merit Scholarship® award.
Coach Scott Stewart and Coach Ben McGehee recognized the following Temple Girls Powerlifting team led by Timmea Joiner and Erica Garcia. These two girls worked extremely hard and earned spots at the regional meet where they competed very well. Timmea took 1st place in her weight class at Regionals and set a record with a deadlift of 440 lbs. Erica finished 2nd and had to pull 295 lbs. on her final lift to qualify. The state meet was a first for Erica and something that she has wanted since narrowly missing out last year. Erica did a great job at the state meet and set personal records in two out of her three lifts and finished in 13th place. Timmea was on a mission all year after finishing in the top ten last year at the state meet. She did a great job and pulled 440 lbs. on her second attempt on deadlift to break the previous record of 415 lbs. Later, on her third attempt she decided she wanted to go for the total record and pulled 455 lbs. on deadlift to break her previous record of 440 and set a new total record of 1055. Mr. Michael Dewees, Executive Director for Communities In Schools (CIS), presented a power point presentation sharing results and statistics on students served by CIS in Temple ISD. Mr. Kent Boyd, Assistant Superintendent of Finance and Operations, presented the power point presentation that was shown to the Standard & Poor and Fitch Ratings agencies on Tuesday, March 22, 2016 and provided an update of that meeting.

Dr. Scott Moger, Assistant Superintendent of Student Services presented and discussed the departments 20152016 goals and objectives and shows the departmental dashboard measuring progress toward goals. The individual departments are overseen by the outstanding leadership of the directors, coordinators and personnel shown below: Andi Haynes, Director of Health Services Fran Smetana, Director of Parent Involvement and the ACE Afterschool Program Dr. Lisa Diserens, Director of Accountability, Assessment & PIEMS Nancy Preston, Director of Temple ISD Counseling Services Patrick Cain, Director of Transportation Dr. Nichole Riley, Coordinator of Student Interventions/Section 504 Roy Pitrucha, Temple ISD SRO and Safety Officer Paige Mungia, Barbara Welsh and Sean Yepez, Truancy Officers The District submitted the session title for the September 23-25 TASA/TASB Convention for the Board convention to be held this year in Houston, Texas. Instruction The TEF Student Recognition was held on Monday, April 4 and was once again a classy affair. Thank you Jennifer Davis and Dan Posey for attending. Kelli and Mike Sames, former TEF members, coordinate this event. Lydia Gaines, co-chairs, and will take over this function of the TEF in 2 years. Good transition program. Texas Bioscience Cording will be held Wednesday, April 20 at 7:00 pm at the Mary Alice Marshall Performing Arts Center on the Temple College Campus. The P20 Committee met on Tuesday, April 5. This has become a powerhouse group. There are Summer Externship Opportunities for twenty teachers, $500 each for 1 week externship. Information coming through P20 or Workforce Solutions within the next few days. Teachers can select the externship or Workforce Solutions to do this. The CCRS Fall Conference will be held October 21, 7:30 3:30 @ WilsonArt Manufacturing in Temple. There is a $15 registration fee. be determined at Temple College and will be held at CTC – Feb. 24, 2017. We launched the Co-hort 2 class for the Go2Work program last week. This has been a difficult one to get going. We have mentors, we have curriculum, but getting students is difficult. We have two that are remaining and will begin working tonight. If these two keep their jobs, then we have made strides. If they don’t, I will probably give it one more co-hort in the Fall and then consider whether or not to continue the program. Student Services The United Way Carnival last Saturday was wonderful once again, raising the same amount of revenue as last year. I presented United Way the check at the Board meeting today. Thank you Steve and Jennifer for coming. The Facebook page run by Templite, Hunter Wellen, Discover Temple Texas, posted some wonderful comments including one lengthy one that said how much the family enjoyed the event, it was cheap, fun and they will return next year. Based upon HB 5, we have conducted an end-of-year survey for parents/community, staff, and students each year. Only the parent/community study is required by law. We retooled this this week, and I am pleased. Secondly, because we have had extensive conversations with faculty on the retention plan, we will not do a faculty survey this year. Thirdly, we will use the survey that the Superintendent’s Student Advisory developed for the student survey. Slick solution! Human Resources Finance and Operations I wanted to provide some additional information as a follow-up to our discussion last Thursday at the Facilities Committee Meeting in regard to the HVAC cost differential between various systems at the new Thornton. That differential is not the purported $1M. Please read below. The cost between Jefferson and Dearing (Pflugerville) Elementary Schools are comparable to one another in both detail and scope. Jefferson’s cost was $20.19/SF by comparison to Dearing at $23.21/SF. This suggests that the cost of geothermal systems are more expensive that multizone rooftop units which would be anticipated. the cost delta is smaller than totals would indicate. In addition to the difference of systems, Dearing also has an air monitoring system that Jefferson does not. This system has a cost of $229,824 or $2.46/SF. Removing this system from Dearing would lower its cost to $20.75/SF. Per Kent’s research here is a cost comparison between HVAC systems at Jefferson and Dearing. This is excellent information. Jefferson (Completed 9/13)

A motion was made by Mr. Posey and seconded by Mrs. Gowan to approve 2015-2016 Personnel. The motion carried with a 7-0 vote. Mr. Posey made a motion which was seconded by Mrs. Linell Davis to approve the superintendent’s recommendations regarding employment and contract status of administrative professional personnel. Dr. Scott Moger, Assistant Superintendent of Student Services presented and discussed the 2016-2017 Online Transfer Process. This is a change from previous years as Temple ISD has used paper transfer request forms. All transfer requests, including K-12 and Academy will be accepted April 18, 2016 through June 10, 2016. All transfer requests this year must be submitted online and will be available on the TISD website beginning April 18th. Online request can also be submitted at the Temple ISD Central Administration Office located at 200 N. 23rd Street using Temple ISD computer located in the Student Services Department. No action was required on this item.
Curriculum and Instruction
No action was required at this meeting.
Finance and Operations
Mr. Kent Boyd, Assistant Superintendent of Facilities and Operations, requested approval for geo-technical and materials testing firm. Copies of the request for qualifications were distributed. The recommendation was to approve Langerman Foster Engineering Company from Waco, Texas for all 2015 Bond projects. A motion was made by Ms. Suarez and seconded by Mrs. Jennifer Davis. The motion was unanimously approved by a 7-0 vote.
Board Committee Reports
Mr. Steve Wright, Chairman of the Facilities Committee, provided an update on the last committee meeting held on Thursday, March 31, 2016 – 7:30 a.m. Items discussed included the downtown building update and discussion; 2015 bond timeline, staff housing options, Lamar Middle School Road, vacant buildings, briefing of rating agency interviews, summer flooring projects, transportation facility. No action was required at this meeting. The next meeting will be held Thursday, April 28, 2016 – 7:30 a.m.

Ms. Virginia Suarez, Chairman of the Policy Committee, stated the last meeting held was Wednesday, March 30, 2016 and provided an update of the meeting. Items discussed included review and discuss Board Policy DMD (Local) – Professional Development – Professional
Meetings and Visitations, Vantage Points: A Board member’s Guide to Update 104. No action was required at this meeting. The next meeting will be held Wednesday, April 27, 2016 – 4:00 p.m. Ms. Suarez made a motion to approve the TISD Board Policy DMD (Local) – Professional Development – Professional Meetings and Visitations. The motion was seconded by Mr. Gaines and approved by a 7-0 vote. In a review of Temple ISD policy DMD (LOCAL), the TISD Human Resources Department recommended the following revisions to clarify service on voluntary boards and other entities outside of an employee’s normal job duties. There are two district changes in the revised policy. The first is to clarify professional personnel may indeed attend and participate in meetings, conferences, boards and workshops that relate to their professional jobs of special interest to the employee with superintendent approval. Secondly, even though employees are granted permission for attendance to these events with no salary deduction or loss of leave the events are not considered part of the individual’s job duties. This change would free the district from any liability from having to attain additional insurance coverage in the event of the employee having an accident while traveling in a personal vehicle. A motion was made by Mr. Posey for approval of the consent agenda items VII, Item A through G, 1-2. The motion was seconded by Mrs. Linell Davis and unanimously approved.
