Organisational context The Neami Group provides community-based recovery and rehabilitation services that support people living with mental illness to improve their health, live independently and pursue a life based on their own strengths, values and goals. Position overview
The Regional Manager is responsible for the ongoing management and development of several service sites and programs in South Australia at different locations. Regional Managers will undertake a key role in leadership and service development including ongoing evaluation, contract compliance and review of service outcomes to improve and develop the overall service response to people living with a mental illness within our community. The position is directly responsible for monitoring and maintaining the Neami National culture of service delivery and assisting/coaching Service Manager / Clinical Leads to support direct service delivery staff to deliver high quality services. The Regional Manager ensures services are delivered in line with Neami policy and that service developments are carried out in a consistent, timely and efficient manner. The Regional Manager actively supports Service Manager / Clinical Leads and their staff to deliver quality services in line with Neami’s values, while maintaining local area partnerships. The role also promotes and fosters a culture that supports Neami’s mission and vision.
Period of employment The position is full time and the hours of work are 9:00 am – 5:30 pm Monday to Friday, flexible working arrangements are available. The Regional Manager may be expected to work some additional hours, including participating in meetings and having some on call responsibilities outside of ordinary working hours. Salary is inclusive of any reasonable additional hours.
Accountability The Regional Manager is directly responsible to the State Manager, South Australia. The Regional Manager is required to produce a monthly report detailing issues pertinent to management and the delivery of allocated services, performance to service targets, service and partnership development activities, staffing issues and an overview of any other relevant issues.
Conditions of employment The terms and conditions of employment will be in accordance with the Senior Management and Specialist Remuneration Structure 2016-2019, and set out in an individual contract of employment. The package includes an attractive salary, superannuation and a fully maintained car (or allowance in lieu) and access to generous salary packaging. •

Criminal record checks are mandatory for all new appointments. Neami National will cover the cost of an Australian police check. Where a new employee has lived outside of Australia for 12 months or more within the last 10 years, the cost of an International check will be borne by the applicant (~$142.00). Employee Working with Children check (NOT VOLUNTEER) required before commencement of work (employee responsibility). Any costs associated with maintaining a valid WWCC are the responsibility of the applicant. You must maintain a right to work in Australia, in the position and location of employment during your employment with Neami. You must comply with all terms of any such grant of a right to work in Australia. A valid Australian Drivers Licence is required as a condition of employment.

Section C: key responsibilities −
Leadership
In partnership with the State Manager, promote the mission, aims, objectives and philosophy of Neami to Service staff, consumers, carers, funding bodies and other external agencies

In partnership with the State Manager, motivate and inspire the State Leadership Team in the attainment of high quality outcomes for consumers
−
Actively promote consumer & carer participation at all levels of service delivery and planning
−
Ensure all actions in the State Plan pertinent to the allocated services are completed on time
Management – Strategic partnerships and service development −
Initiate, lead and co-ordinate allocated services in developing strategic partnerships with the community, especially the PHN’s, clinical Mental Health Services, local government, community housing, community health and welfare providers to improve outcomes with consumers.

In collaboration with partners, staff and consumers identify service gaps and develop appropriate models of service delivery to address these gaps in consultation with the State Manager
−
Take a lead role in the assessment, planning, implementation, contract compliance and evaluation of allocated services
−
Oversee safe and high quality service delivery
−
Ensure allocated services are provided in an accessible manner with mechanisms in place to regularly monitor the level of access achieved
−
Identify key policy issues relevant to services (internally and externally) and discuss appropriate responses with the State Manager
−
Undertake projects that contribute to the overall development of the organisation as directed by the State Manager
Management – Staffing −
Ensure allocated Service Manager / Clinical Leads are aware of and adhere to Neami’s mission, vision, values, policies and procedures
−
Ensure Service Manager / Clinical Leads of allocated services are provided with an annual performance review and they undertake the same process with their staff
−
Negotiate and resolve with allocated Service Manager / Clinical Leads any areas of conflict and industrial dispute in conjunction with the State Manager and with support from Corporate Services
−
Ensure that allocated Service Manager / Clinical Leads and their staff are clear on their respective roles, responsibilities and level of authority
−
Directly support; resource and supervise allocated Service Manager / Clinical Leads and assist them to reflect on their management practice

Management – Administration and Finance −
Monitor progress against financial targets for allocated services and ensure priorities for achievement of targets are established and met
−
Regularly assess the physical, technological and staffing needs of allocated services and develop proposals to meet these needs in conjunction with the State Manager
−
Implement Neami Risk Management Framework throughout allocated services and ensure timely response to all OH&S issues and regular monitoring and review of all service related accidents and/or incidents
−
Provide a monthly report to the State Manager detailing issues pertinent to management and the delivery of allocated services, performance to service targets, service and partnership development activities, staffing issues and an overview of any other relevant issues
Mental Health Promotion −
Promote a better understanding of the needs of people with a psychiatric disability among mainstream services and the local community by ensuring the provision of primary, secondary and tertiary consultation to mainstream services

Develop mechanisms by which Neami’s vision and services are regularly promoted to the community through public events, functions and forums
−
Actively engage in partnership developments that create better pathways for consumers to access services in their community

Significant relevant experience, skills and/or tertiary qualifications in Human Services or a related area

Demonstrated leadership capacity and the skill to manage a number of services in an environment of change, applying a range of management styles and strategies appropriate to the situation

Well-developed and proven written and verbal skills, interpersonal, communication and negotiation skills

Highly developed staff support and supervision skills including extensive experience in reflective practice and demonstrated ability to coach managers in this area

Demonstrated understanding of the issues relevant to people with mental illness and psychiatric disabilities living in the community and a strong commitment to consumer rights and their active participation in mental health services

Demonstrated skill in the application of psychosocial rehabilitation principles to existing community mental health services
−
Demonstrated ability to form partnerships at a local and regional level with government and non-government health and welfare service providers to pursue practical strategies to improve service delivery to consumers
