East Riverside Master Plan PUBLIC OPEN HOUSE
Where is East Riverside? In August of 2016, The City of Calgary began working with the Bridgeland/Riverside Community Association and area landowners to develop a Master Plan for East Riverside.
The East Riverside area is home to approximately 1,000 residents who live in multi-family residences. These residences vary in terms of their types and tenures (i.e., market versus non-market, assisted versus independent living). The East Riverside area is a prime area for redevelopment given its location next to the Bridgeland LRT Station, the 1 Avenue N.E. Main Street, and downtown.

The Master Plan will help to ensure that redevelopment in East Riverside is comprehensively planned, transit-oriented, and well connected to the larger community.

Redevelopment interest is now apparent in East Riverside and there is a need to establish a common vision for the area. The East Riverside Master Plan will identify a future vision, land use concept, design intentions, and necessary improvements for the area.
What is a Master Plan? The East Riverside Master Plan will be a document that will outline a vision for the area, as well as concepts for the:
land uses (residential, commercial, etc.)
street network (new connections, road upgrades, etc.)
conceptual building heights and densities sequencing of development
The Master Plan will also identify improvements needed for the area to achieve the vision. This may include changes to park spaces and pathways.
When will the Master Plan be complete and who will use it? The Master Plan is anticipated to be complete by May 2017. It will serve as the basis for decisions regarding future development applications. The Master Plan will not have any legal status and will not be reviewed by Calgary Planning Commission or City Council. However, it will be used by the Community Association, landowners, and City staff and will guide development in the area.
What work has been done to date? City staff have been working with the Community Association, area landowners, and a consultant team to identify opportunities and constraints in the area and to develop a vision for the future.
A workshop was held in September 2016 to examine development scenarios.
The workshop included 21 participants, including representatives from every landowner in the study area and members of the Community Association.
During the workshop, we learned that:

there is a need for more market housing in the study area. The area already has a high concentration of non-market housing and it is desirable to achieve a greater balance.

mixed use development is desirable in the study area. More local commercial services are needed to support existing and future residents, and more housing will be needed to support commercial services.

the area is well suited to medium density development with some potential for higher-density development in strategic locations.

thoughtfully designed new development will draw more people to East Riverside and to the Bridgeland LRT station. It will also help to connect the East Riverside area to the larger Bridgeland/Riverside community.
What have we heard so far? At an Open House on October 17, 2015, we asked community residents what their thoughts were about the East Riverside area through a questionnaire. The questionnaire was filled out by 27 people. What we learned from the questionnaire was: THINGS THAT RESPONDENTS LIKED ABOUT EAST RIVERSIDE INCLUDED:
Respondents visited East Riverside primarily because they live in the area, or to visit friends, to access the LRT and river pathways, while running and/or walking, for work, as a short-cut, and to visit the recycling depot.
Easy access to public transportation (bus and CTrain) and downtown The relaxing parks and open spaces The quietness of the area
PERCEPTIONS OF THE EAST RIVERSIDE AREA REVEALED THAT THE AREA IS SEEN AS:
The sense of community in the area
• Having poor street connectivity, especially for pedestrians
THINGS THAT RESPONDENTS DISLIKED ABOUT EAST RIVERSIDE INCLUDED:
• Being an area exclusively for senior’s housing • As a good area for new development
Poor integration with the rest of the community
• Isolated and disconnected
Poor walkability and biking connections in the area
• Underutilized and unsafe – in need of more people, lighting, and eyes on the street to make it feel more safe, especially at night
Disconnected roads and sidewalks
• In need of care and attention to make it more attractive
The concentration of seniors in an area with no services or entertainment
Traffic using the area as a shortcut
The poor interface with Memorial Drive Most respondents indicated that of all types of development, they wanted to see residential, commercial, and recreational development in East Riverside
Most respondents indicated a preference for mid-rise buildings as opposed to low or high rise buildings
RESPONDENTS ALSO INDICATED THAT THEY WANTED TO SEE: A grocery store in the area New amenities in the area, like shops, services, & clinics Preservation of the existing housing with new housing added
A new Area Redevelopment Plan for the whole Bridgeland/Riverside area More families move into the area to have a greater mix of people living in the area

This concept envisions primarily mid-rise (4-6 storeys) MCDOUGALL RD NE residential development in the East Riverside area. It includes an extension of 11 Street NE from Centre Avenue 12 to McDougall Road. It also envisions a mixed-use node ST NE at Bow Valley Drive and 11 Street NE, where local shops and services would locate at the base of residential buildings on all four corners of this intersection. It includes a large mixed-use node at Bow 12 ST NE Valley Drive and 11 Street NE, with shops and services located on the ground floor and the option for residential or office above.
