Welcome and meeting brought to order by Chairman Kevan Callicutt.

Motion was made by Belinda Clark and a second by Andrea Walker to adopt the meeting agenda. The motion was approved.

Ms. Crystal Prince addressed the Board of Education with concerns about student being involved in community service projects and also concerns regarding our recent designation as a Low Performing School District.
Good News: Bulldog Academy – Tyler Tobin
Good New presentation shared excellent student work with the Board of Education. Students from Bulldog Academy presented excerpt poetry from the Poetry Slam that they presented to our community. Students and adults learned from the experience.

Both recipients were recognized for their commitment to Bulldog Nation.
Request for Young Marines to attend Camp for new recruits, for outdoor camping in cool weather, skills assessment, and flag retirement learning sessions.
Susan Upton Badin Lake, NC - November 4th & 5th, 2016 A motion to approve the trip was made by James Carmichael and a seconded was offered by Keith Raulston. The trip was approved by the Board. *Merit Bonus Pay Dr. Barbara Armstrong
Dr. Armstrong along with a team of district stakeholders developed a plan for awarding Merit Bonus Pay to those employees meeting specific criteria. The General Assembly provided funding specifically for Merit Bonus Pay and determined broad parameters for disbursement. Dr. Armstrong and the team developed a plan adhering to the outline from the State and will submit their official plan by December 1, 2016. Merit Pay Bonuses are scheduled for disbursement January 2017. A motion was made by Keith Raulston and seconded by Andrea Walker to approve the plan as submitted. The Board approved the motion.

*Low Performing District Preliminary Improvement Plan Dr. Cate Gentry
Faith Wilson asked the Board to approve the Budget Resolution as supplied to them during the Board Briefing and as included in their Board Books. The Board approved the Budget Resolution as a motion was made by Belinda Clark and seconded by Andrea Walker. The Board approved the Budget Resolution for 2016-2017
Dr. Cate Gentry introduced to the Board Mr. Chuck Coker who is our DPI Coach for District Improvement. Dr. Gentry gave a brief definition of what constituted a Low Performing District as determined by the State of North Carolina and according to that definition stated that TCS has been designated as low-performing. Dr. Gentry provided the Board with specific data and a preliminary plan for district improvement. She asked the Board to approve the plan with the understanding that the next step would be to obtain community, parent, teacher, and school administrators input into the plan. Once information has been collected the preliminary plan will be update and a final plan will be submitted to the State and subsequently to the Board of Education for approval. A motion to accept the Low Performing District Preliminary Improvement Plan was made by James Carmichael and seconded by Andrea Walker. The Board approved the request.
*Request Approval to seek Grant Funding Ken Hill
*Personnel
Mr. Ken Hill requested to seek outside funding to provide adaptive playground equipment for students attending TPS and LDES. A motion was made by Keith Raulston and seconded by Andrea Walker to approve Mr. Hill’s request. The Board unanimously approved the request to seek outside funding.
Dr. Smith presented a report outlining personnel recommendations to the Board.
Dr. Allan Smith A motion to accept personnel recommendations as presented was made by Belinda Clark and a second was offered by Keith Raulston. Motion to accept the report unanimously carried.

Thomasville Pediatric provided free exams for Special Olympians
Red Ribbon Week was observed as a part of Drug Prevention in the District
End of 1st Quarter was Monday, 10/31/2016.
Report cards for TPS, LDES, & TMS will be distributed Friday, 11/4/2016
Annual Career Awareness Fair at THS
*Closed Session:
A motion was made by Andrea Walker and seconded by James Carmichael that the Board move into closed session pursuant to NCGS 143-318.11(a) (6) so that personnel matters may be considered by the Board. The motion carried and the Board went into closed session.
Next Meeting:
The next regularly scheduled meeting of the Board of Education is scheduled for December 6, 2016 at 6:30 p.m., at the Huneycutt Administration Building.
