May 8, 2018 Senator Ricardo Lara Chair, Senate Appropriations Committee California State Senate Sacramento, CA 95814 RE: Oppose Unless Amended -- Senate Bill 1088 (Dodd) Dear Senator Lara, On behalf of a broad coalition representing over 25 environmental, workforce, and clean energy organizations, I am writing to express our strong opposition to SB 1088 (Dodd). Even with May 2nd revisions, we remain strongly opposed to the bill and ask for further amendments to remove our opposition. Solar, energy storage and other distributed energy resources -- such as demand response, energy efficiency, etc. -- are a critical part of California’s clean energy future. They bring greater grid stabilization, fire safety, and consumer protection. Communities that invest in distributed energy resources have more options for maintaining reliable electricity supplies during emergency events, like the fires that struck California last year. To cut off these technologies and the businesses that are best able to bring them to market in the most cost-effective and efficient manner is bad public policy. SB 1088, as currently written, would: • Cost ratepayers by restricting providers of cost-saving distributed energy resources from contracting with utilities to improve grid safety and reliability and avoid costly grid upgrades. • Secure a utility monopoly on future distributed generation resources. • Block behind-the-meter resources, such as solar and storage, from participating in future grid safety and reliability programs. • Severely limit the development of innovative solutions for grid-connected solar and energy storage with customer-controlled uses like electric vehicle charging to better balance the system locally and lower electricity costs. There are several places within SB 1088 that need to be modified or struck in order to remove our opposition. Specifically subsection (u) and (v) of Section 1, Section 2899.2 and 2899.3 of Section 4. We urge this committee to remove the anti-clean energy provisions within SB 1088. Thank you.
