HR Spotlight: Tricia Reuter Growing up in a rural town, my siblings and I loved the outdoors. Every day in the summer, we would head outside and take off playing in our woods, roaming the countryside looking for apples, berries, chokecherries, gooseberries, and drinking water from a nearby stream. We loved building tree forts, riding horses, biking, walking on stilts, playing basketball, softball, kickball, etc.

Audit Findings A recent audit was completed by the UW-System and it was determined that all campuses need to be more diligent in making sure all employee transactions are entered within 30 days of hire, rehire and employee separation. If the information is not timely, and/or accurate, this could affect employee benefits. It will be incumbent upon all hiring supervisors to insure that all paperwork is timely.
United Way Campaign - Deadline is October 16 Last year United Way of Platteville raised $90,000. This is the time of year to help support the mission of United Way that helps insure that more “…children are receiving a more quality education, more families with enough income to remain independent and more people living healthy, productive lives – this supports our local community” where 95% of the funds remain locally! Annual Timesheet and Absence Request Training This is a great opportunity for employees and supervisors who have questions to get those questions answered. We strongly encourage employees and supervisors to attend to learn how to use HRS (payroll system) and to learn where to find the on-line instructions to help answer any questions that you may have. We will answer these questions and many more: - How do I fix a ‘Push Back’ absence request? - What happens if I work on a holiday? - How do I enter a Floating Legal Holiday? - What is a ‘No Leave Taken’ report and why it is important? Title and Total Compensation [T&TC] Study Update: The Title and Total Compensation Study Project Team for UW-Platteville met this past week to review the status of the study. During the next two to three months, members from HR will be working with various groups around campus to review the Job Framework, Job Families and review job descriptions. This will also include meetings with various governance groups. The goal is to complete this process before February, 2018. The slide provided below is from Mercer that demonstrates we are in Phase 2 of the project. FLSA Overtime Final Rule Struck Down On August 31, 2017, the same Texas federal judge, who filed the injunction in November of 2016 to delay the FLSA Overtime Final Rule, has officially struck down the FLSA Final Ruling, which was aimed to increase the minimum salary threshold for the “white collar” overtime pay exemption. The final rule that was to go into effect on December 1, 2016, has officially been struck down leaving the current regulation and criteria from 2004 in place until further notice. The Department of Labor [DOL] can file an appeal; however, in the meantime, the Labor Secretary has submitted a Request for Information.
Compliance News by Denise LaBudda Protecting Sensitive Data: Travel Tips for Faculty and Staff Faculty and staff whose university work takes them abroad need to protect sensitive data. UW System Legal Counsel, Matt Lind, recently visited campus to share information on this important topic. Export controls, known as “sanctions” or “embargos,” are rules that protect U.S. military and economic competitiveness. The controls restrict items or information from the U.S. or a U.S. person to a foreign country or foreign person. Restrictions apply to several countries including China. The Family Educational Rights and Privacy Act of 1974 (FERPA) requires that institutions protect the privacy of education records. FERPA violations could occur when an unauthorized disclosure of personally identifiable student information occurs; something that could happen when student data is carried through borders.

Worker's Compensation If an employee gets hurt at work, please make sure the Workers Comp. paperwork is filled out completely and turned in to the Payroll Office within 24 hours of the incident. When completing the paperwork, please make sure to give as much detail as possible, such as answering the Who, What, When, Where and Whys. All departments should have at least one Worker’s Comp. binder. If your department does not, please stop by the Payroll Office in Ullsvik Hall to pick up a binder to keep in your department. Annual Benefits Enrollment Dates Announced: October 2 – 27, 2017 The Annual Benefits Enrollment (ABE) period, October 2 - 27, is the only annual opportunity you have to enroll in or make changes to most of your benefits unless you have an eligible life event (family status or employment change) during the year. Changes made during ABE are effective January 1, 2018. All enrollments and changes must be completed by 4:30 p.m. on Friday, October 27, 2017. New this year! We are excited to introduce ALEX, an on-line personalized benefits counselor designed to simplify your ABE benefits election process. Through a series of easy, intuitive questions, ALEX will walk you through benefits options and suggest appropriate plans based on your answers. You will receive an email with a link to ALEX by October 2. Things you can do for ABE: Visit the ABE website wisconsin.edu/abe for 2018 benefits changes. Note: There are changes to some of the State Group Health Insurance plans that may require you to take action during ABE. Some of the plans will no longer be available in 2018. STUDENT EMPLOYMENT: Congratulations are due across campus for the many new student employees hired already this year! Since August 20, we have hired 555 new student employees and filled 609 positions. Now that we have settled into a more typical daily pace, it is a great time to reflect on the role our student employees play on campus. Did you know that UW-Platteville currently employs 1,966 students on campus in 2,536 positions? By person count, that is more than all professional staff and faculty combined! Student employees are a vital part of our operations, helping us to meet our operational needs and institutional goals. In some cases, we could not provide the level of service to which we aspire without the support of our student employees. What do our student employees get in return? Most of the positions filled by students are not related to their academic pursuits, and it may be tempting to dismiss other campus jobs as simply a means of earning money. However, studies show that working on campus improves student engagement. In addition to the wages earned, working on campus offers students the opportunity to develop skills that they will carry with them as they transition into their professional careers.
Student Employee of the Month In recognition of the vital contributions made by our student employees, we are launching “Student Employee of the Month.” Submit nominations for September to
[email protected] October 15. Include the student employee’s name and a sentence or two describing why they are deserving of this recognition. Each department may submit one nominee per month.
Hiring Student Employees Work Authorizations and any necessary employment documents must be submitted prior to the job start date. Student Employment will set up the position and approvers within one week of receipt of complete documentation. Incomplete documents or missing identification will extend this process. New student employees should not begin work until the process is complete.
Process and Form Changes We are always looking for opportunities to improve our processes to serve hiring departments, supervisors, and student employees. As part of this goal, a collaborative effort has been initiated to investigate options for automating the work authorization and hire process. In the meantime, these changes have been made to improve efficiency of the hiring process:
Updated forms. The Work Authorization, Wage Change, and other forms have been updated. Be sure to check for and download new versions at the start of each semester. Revision dates have been added to the forms and on the self-service pages, making it easier than ever to ensure you are using the most current version. Fillable pdf forms. The Work Authorization and all employment documents are now fillable pdf forms. Use the Firefox browser to access and complete these forms online. The Work Authorization and other resources for hiring managers may be found on the Manager Self Service page. Student employees that are currently or have previously worked on campus need only submit the Work Authorization. New student employees that have never worked on campus before must complete the employment documents, found on the Student Employee Self Service page. I-9 and Authorized Representative. An authorized representative of UW-Platteville must review original identification presented by new student employees and complete Section 2 of the I-9. With the exception of those departments that have accepted the responsibility of entering new student employee information into HRS, it is preferred that new student employees present this information to the Student Employment Office for verification to ensure compliance. Student Employee Workstation. Student Employment has a dedicated workstation for new student employees needing to complete their employment documents. Driver Authorization Part II True or False – If you drive your personal vehicle on University business (approved conference, training, or meeting), you need to be an Authorized Driver for the University of Wisconsin-Platteville? Answer: TRUE! UW System Administrative Policy 615 states that University officers, employees, or agents are authorized to use their personal vehicles on University business and receive travel mileage reimbursement, via Travel Expense Report, provided they are Authorized Drivers for the University.
Why should I have to be an Authorized Driver to drive my own vehicle on University business? That vehicle does not belong to the state and I pay the insurance premiums on it. Answer: The State of Wisconsin provides excess liability coverage to drivers when personal insurance runs out. If an employee driving his or her own vehicle on University business causes significant damages, the employee’s personal auto liability insurance will provide the primary insurance coverage for the loss. However, should the liability exceed the state recommended minimums of their insurance policy ($100,000/$300,000/$50,000), the state is now on the hook for the excess of the claim. Hence, we require our drivers not be an imminent risk to the state while driving on University business.
