Project Experience: BNSF Railway Company, The Dow Chemical Company, and Hercules Incorporated, Shafter, CA RFI Site Characterization and Risk Assessment Assisted with the remedial investigation of a former 15-acre fertilizer and pesticide blending and repackaging facility in California’s Central Valley, including field oversight, data evaluation, and reporting. Soil was impacted with metals, VOCs, pesticides, and herbicides, and regional groundwater was impacted with VOCs. Provided project management during performance of a risk assessment to establish cleanup goals, and performed Quality Assurance/Quality Control (QA/QC) reviews of documents prior to submittal to the agency. Communicated extensively with DTSC and negotiated with its Human and Ecological Risk Office regarding acceptability of the data set and risk assessment parameters, methods, and assumptions. Communicated with clients and clients’ attorneys regarding potential litigation among the three responsible parties. Boeing North America and United States Department of Energy, Santa Susana Field Laboratory, Ventura County, California RCRA Facility Investigation Provided project management for numerous RCRA Facility Investigation (RFI) sites undergoing comprehensive environmental investigation and cleanup, with several chemicals of concern (COC) in surface water, soil, and groundwater. Responsibilities included budget tracking and personnel coordination for the completion of data gap analysis, work scope development, sampling, and reporting. Provided technical input during review of historical documents and preparation of sampling plans. Presented sampling recommendations to clients and regulatory agency (DTSC) for approval. Reviewed preliminary analytical results and evaluated the need for additional samples. Managed report preparation, which included detailed data evaluation and risk assessment for several sites within the reporting area, as well as an integrated report documenting environmental conditions in the reporting area as a whole. Report effort represented approximately $1 million in revenue. Culligan International Company and Veolia Water North America, Santa Barbara, CA Site Assessment and Remediation, Former Underground Storage Tank Site Served as project manager for a high-profile, former UST site in downtown Santa Barbara, California. Managed numerous phases of site characterization and remediation planning to address hydrocarbon and VOC impacts to soil and groundwater at the site, where the plume extended across several off-site properties. Communicated and negotiated extensively with the local regulatory agency (County of Santa Barbara Fire Department) and several off-site property owners regarding the project scope, remediation approach, and access issues. Modified site remediation plans repeatedly because of various off-site owners’ changing future land use scenarios, and coordinated the installation of remediation system equipment with off-site property owners. Worked closely with the client’s legal counsel regarding potential off-site sources of impacts, financial responsibility, and off-site access agreements.

Professional Experience (Continued), Managed a reevaluation of the existing site remediation system to assess its effectiveness and provide the client with alternatives for enhancing the existing system to increase mass removal. Managed the completion of a detailed risk assessment to evaluate risks to human health in the off-site buildings, as required to address agency concerns regarding the potential for vapor intrusion into indoor air at off-site buildings. Gallade Chemical Company, Santa Ana, CA Site Characterization, Soil and Groundwater Remediation, and RCRA Part B Permit Closure Managed a project requiring site assessment, remediation, and closure of a RCRApermitted hazardous waste drum storage area (HWDSA). Facility was a virgin chemical distribution plant in Santa Ana, California. On- and off-site soil and groundwater were impacted with VOCs, including TCE and PCE. HWDSA closure activities were performed as required by the California Environmental Protection Agency Department of Toxic Substances Control (DTSC), while the RWQCB, Santa Ana Region provided oversight for the assessment and remediation of VOC impacts. Activities included soil boring and well installation; remedial action planning; and treatment system design, construction, operation, and maintenance.
